TITLE : Human Resource for Health Officer
CONTRACT TYPE : Special Service Agreement (SSA)

DUTY STATION : Kathmandu
SALARY : Lump sum package of NPR 196,102.00 per month (Taxable)

The World Health Organization (WHO), Nepal invites applications from qualified and experienced candidates to fulfil the position of Human Resource for Health Officer.

Purpose of the Position:

In the context of the ongoing major constitutional reforms with substantial decentralization to the provinces and municipalities, the incumbent will contribute to WHO’s support in health system strengthening to achieve UHC and Health SDGs. The incumbent will provide technical assistance in the development and implementation of the HRH strategic roadmap adapted to the new federal context and promote the use of HRH data in policy making and decision making.

Description of Duties:

Under the overall guidance of Public Health Administrator (PHA) and the direct supervision of Technical Officer (HSS), the HRH Officer will perform the following tasks/duties in close coordination with other technical focal points of WHO Country Office, Nepal:

  • Provide technical assistance in developing the implementation plan of the HRH strategic road map in coordination with the Ministry of Health and Population (MoHP);
  • Provide technical support to MoHP in the implementation of the HRH strategic roadmap;
  • Work with Professional Councils and other stakeholders to ensure that HRH data is regularly and coordinate with MoHP in order to keep the Nepal Health Workforce Registry updated. Work with MoHP to make adjustments/updates/additions to the HRH Registry and assist in the reporting of National Health Workforce Accounts;
  • Provide technical support the MoHP to establish an effective and efficient national HRH data system;
  • Support the MoHP to strengthen intersectoral collaboration and coordination with other Ministries, developmental partners, councils, academic institutes and other stakeholders to enhance the implementation of National Health Workforce Strategies;
  • Assist MoHP to conduct regular HRH review meetings on the progress and challenges of implementation of National Health Workforce Strategies, suggest possible solutions and facilitate to take timely strategic actions at the national and sub-national levels;
  • Liaise and coordinate with the Ministry, Professional Councils and key stakeholders to review and revise the curricula of MPH programs and medical and nursing schools;
  • Perform any additional tasks and duties assigned by supervisor (s).

Skills:

  • In-depth knowledge of HRH situation, needs, priorities and action plans in the federal context and understanding of organizational structure in public sector;

  • Ability to closely work with the government ministries and other key stakeholders; and
  • Capacity to manage in diverse team and adoptive to the circumstances.

Required Qualifications:
Education:
Essential:

University degree in public health.
Desirable:
Additional training related to Human Resources for Health.
Experience:
At least 2 years of experience in Human Resources in Health, which includes HRH policy and planning, at the federal level and/or at the Provincial level.
Language:
Excellent written and spoken English and Nepalese.
Other Considerations:
• Proficiency in the use of Microsoft Application suite.
