Duty Station: Alternative Energy Promotion Centre (AEPC), Kathmandu
Responsible to: National Programme Director/ED, AEPC
Reports to: Senior Finance Officer
Working relationship: Senior International Advisers, Program Officers and Assistant Program Officers

1. Context
The development objective of the National Rural and Renewable Energy Programme (NRREP) is to improve the living standard, increase employment and productively of rural women and men as well as reduce dependency on traditional energy and attain sustainable development through integrating the alternative energy with socio-economic activities of women and men in rural communities. NRREP anticipates having a zero-tolerance corruption policy, implying that any form of misuse of entrusted power for private gain is totally unacceptable. Considering the size of the NRREP in terms of financial contributions as well as the large amount of procurement involved, effective risk mitigation measures will be instituted.

 

2. Overall Purpose
Finance Officer is responsible for operational elements of managing budgeting and flow of funds, expenditure, accounting and auditing to ensure zero tolerance, corruption free availability of financial services to programs that target of accelerating the renewable energy service delivery with better quality, comprising various technologies, to remote rural households, enterprises and communities, to benefit men and women from all social groups, leading to more equitable economic growth.

  • S/he will follow the rules and regulations of the GoN/AEPC/NRREP and reports to the manager responsible within NRREP for financial management.
  • S/he ensures that the AEPC is recognized as an effective, efficient and gender proactive institution for the promotion and development of the renewable energy sector in Nepal.

3. Main Tasks:
The Finance Officer works directly under the supervision & instruction of AEPC Finance head and supports the Senior Finance Officer for ensuring smooth and risk free financial operation. S/he will support to AEPC Finance section for the following financial management function; handles the day to day operational work in the financial software; generates voucher, cheques, bank cash book and other book of account; keeps books of accounts and record files; brings bank statements from banks.

More in details, the main activities will include following:

3.1 Related to Budgeting and Flow of funds
ï‚· Ensure availability of financial information for examination, assessment and review.
ï‚· Ensure vetting of payments by relevant managers and advisor.
ï‚· Establish consistency in financial planning and budgeting for all programs and components.
ï‚· Plan day to day work and activity level day to day implementation of financial resources.
ï‚· Ensure that all programs, components produce and manage semi-annual progress and financial reporting.

3.2 Related to accounting Maintain excellence in booking including
ï‚· The grants are entered into the accounts as income;
ï‚· Reporting on expenditures is of at least the same level of detail as in the grants budget;
ï‚· All expenditures are documented by vouchers, original invoices and original signed receipts;
ï‚· A register is maintained of equipment and other assets financed from the grants;
ï‚· Acceptable control procedures are put in place, and accounts are signed by the responsible management,
ï‚· Maintain all the data in the Navision software;
ï‚· Generate the monthly, trimester/quarterly/, semiannual/annual financial reports;
ï‚· Manage the advanced payment
ï‚· The administration adheres to established written procedures. Collect monitoring data to be processed and entered into the NRREP monitoring system.
ï‚· Manage all accounting in NPR.

3.3 Related to auditing
ï‚· Assist in organising annual audits in accordance with International Standards of Auditing and as advised by CREF;
ï‚· Implement internal auditing practice;
ï‚· Support to AEPC Finance section for the following financial management function;
ï‚· Operation of financial software;
ï‚· Generating voucher, cheques, bank cash book and other book of account from financial software;
ï‚· Keeping books of accounts and record files bringing bank statements from banks
ï‚· Work directly under the supervision & instruction of AEPC Finance head.

3.4 Any other works as assigned by NRREP Management

4. Qualifications and Experience
ï‚· Bachelor’s degree in Finance with seven years of Financial Management experience or Master's Degree with 3 years of financial management experience.
ï‚· Prior experience in finance and accounting in INGO, Development Partners is required.
ï‚· Demonstrated computerized financial management, accounting and procurement skills.
ï‚· Knowledge of specific Nepali rules and regulations regarding finance and accounting.
ï‚· Strong written and oral presentation skills in English and Nepali are required

5. Duration:

Annual contract, renewable based on the employee’s performance for a maximum period of 2 years.
