Job Description
The Deputy Construction QA Manager (DCQAM) is responsible for managing and performing daily QA responsibilities of the USAID funded NCRP IDIQ Task Orders to ensure the projects are executed in accordance with the approved Construction Quality Assurance Plan. The DCQAM role includes direct oversight of the construction supervision team and working with other in-house personnel (e.g. Project Control Specialist, Environmental Compliance Officer, Community Liaison Specialist, Health & Safety Coordinator etc.) and external personnel to produce and document a quality product. The DCQAM reports directly to the Construction Quality Assurance Manager (CQAM).

Job Responsibilities:

• Assist the CQAM in overall administration and supervision of construction activities;
• Provide QA, monitoring and evaluation services as directed by the CQAM;
• Perform review of construction contractors’ daily, and weekly quality control and safety reports to assure that the quality control operations are adequately documented (including such activities as level of inspections, inspection results, testing procedures and results, deficiency correction etc.) and that work is being performed in a safe manner and provide findings for appropriate actions;
• Provide quality assurance inspections and surveillance of construction contractors’ quality control and safety programs and provide findings for appropriate action in order to ensure compliance with their contract requirements;
• Oversee construction inspections to verify that materials and workmanship conform to drawings, specifications and contractual requirements and provide findings;
• Provide regular updates on the status of projects; Identify areas for improvement and give recommendations;
• Attend and participate in meetings such as pre-construction conferences, quality control coordination meetings, progress review meetings, or other conferences and meetings held between USAID, CDM Smith and construction contractors. Prepare and deliver minutes of such meetings, or assure that they are being taken;
• Supervise, train, guide and mentor CDM Smith construction supervision personnel (Resident Engineers and Site Inspectors in their day-to-day functions;
• Develop and implement performance monitoring tools;
• Prepare, review or assess change orders as may be required;
• Review all submittals and RFIs and provide technical inputs when necessary;
• Assist Construction QA Manager in issuing and closing Non-conformance Reports (NCR).
• Oversee, or assure the oversight of, field testing, sampling, and laboratory testing by the construction contractors on an as-needed basis;
• Ensure CDM Smith app for the field monitoring service is being used by the Resident Engineers and Site Engineers.
• Assist Construction QA Manager in reviewing substantial completion of the site, both for payments and for initiating the defects liability period;
• Review contractor's pre-commissioning report and recommend issuance of Completion Certificates.
• Ensure to complete preparation of as-built drawings and O&M manuals by the construction contractors;
• Work closely with Community Liaison Specialist and Social Mobilizers to resolve social issues during construction and to keep local stakeholders informed;
• Perform other duties as assigned by CQAM and Chief of Party (COP).

Minimum Qualifications
• Minimum bachelor’s degree in civil engineering, architecture, construction management or other relevant degree with commensurate professional experience;

• Minimum 10 years of relevant professional experience;
• Extensive working experience in the quality assurance and construction management of building construction and similar projects;
• Experience in managing multiple teams and staff members working in remote locations;
• Experience in implementing construction of vertical structures funded by USAID or other international donors;
• Experience in Quality Control and Quality Assurance functions on construction projects
• Experience in the use of technology (applications), other computer software such as MS Office and AutoCAD will be an added advantage.
• Demonstrated high level organizational, construction inspection, and monitoring skills with ability undertake frequent travel to remote areas
• Fluency in both English and Nepali is required.
