Project Details
1. Introduction
1.1 Background
SCAI is a registered not-for-profit, non-political, non-sectarian charity, established in 2005, (ABN 23135797643). SCAI has been working in Nepal since 2007 (PAN 602525875).
Our Vision: All children growing up in a safe, nurturing family environment, where they are loved, valued, and respected and have the opportunity to reach their full potential, free from poverty, abuse and neglect.
Our Mission: We prevent trafficking and unnecessary separation of vulnerable children from their families, through empowering them with education, training, and livelihood development support.
We strongly believe all children should have the opportunity to grow up with their biological family when in their best interest. Based on this, our proposed project focuses on:
1. Preventing separation of children from their families through education and livelihood development support.
2. Re-connecting and reintegrating separated children back into their families and communities with education and other support.
3. Providing temporary residential care as a last resort for children with no family or alternative care options.
SCAI has been implementing the following in Nuwakot since FY18/19 under a 5-year project agreement;
• Education Scholarship, Child Protection, Livelihood Development, and Community School Development in Shivapuri and Dupcheswor RM
• Child Care /Transit Home in Shivapuri RM
• Reintegration Program
SCAI aims to implement the following in new PA.
• Education Scholarship, Child Protection, Livelihood Development, and Community School Development in Dupcheswor and Tadi RM’s
• Sunrise Home (Child Care/ Transit Home) in Shivapuri RM
• Reintegration Program (where family is based)
• Education Scholarship and Child Protection (Host Community Support) in Shivapuri RM

2. Description of audit work
Audit 1 – SCAI Audit
Estimated audit amount and places;
Amount as per Quotation. The audit team is required to conduct its audit work at SCAI’s office located at Bhatbhateni, Kathmandu and its partner NGO contact office in Kathmandu as well in the field office/project sites in Nuwakot. The audit work is to be completed by 30th July 2025.

3. Scope of audit work
The audit work includes both financial and program compliance matters and reviews the procedural safeguard on the MOU entered between NGO's and INGO's, policies adopted and Project Agreement agreed by INGO with SWC and entrusted implementation with funding to respective NGO's.
4. Method of audit/verification
The audit will be conducted on a random sampling basis followed by a review of vouchers, bills, documents, reports, personal files, ledger, physical verification, policies and all project-related documents of the organization for the scrutiny of the program and financial compliance.
5. Logistics
SCAI will only pay no logistic cost except for providing food and snacks during audit work at SCAI and its partner office/field.
6. Management meetings and reporting
The audit process will take man’s days for each audit as per the resource allocated above. After the completion of preliminary audit work, the audit firm needs to present management issues and queries to SCAI, and then to the management team of implementing NGO's in the INGO representatives. The auditor will then compile the final report based on a deadline.
SCAI will make the final payment of audit work upon the submission of the completed report with management recommendations along with a valid bill. The deadline for the final audit report submission is 15th August 2025. Report submission delayed within the stipulated time would be subject to a 5% deduction of total audit fees until 7 days and nonpayment and non-acceptable of the report starting from 8 days.
Submission of EOI- Interested Nepali CA Firms meeting the above qualifications can submit their EOI
with a cover page, a brief technical and financial proposal, an updated CV of the team leader and members with PAN/VAT certificate, company profile with tax clearance and certificate, as applicable.
