Job Description

Project: Repair and reconstruction of houses at Netrawati Rural Municipality Katunje 5 Dhading Nepal

Post: Project Officer (Full time) 

Partner: Caritas Luxembourg/CRAterre/ASF Nepal

Contract Period: September 2017- May, 2019

Duty Station: Based at Netrawati Rural Municipality Katunje 5 Dhading

Report to: M&E Specialist

 

Job Purpose:

Project Officer will be responsible for overall project management at assigned District. He will be in close coordination with District based project staffs, District level concerned stakeholders for effective implementation of project and provide progress report to Monitoring and evaluation specialist on Monthly Basis.

Major Responsibilities:

1. Program Management (Social & Technical):

  • Day to Day Management of all activities conducted in District and site
  • Implement social and technical guidelines developed by project
  • Supervise and support all Social and technical activities conducted at site
  • Follow work plan and capture progress of activities

2. Administration/Logistic & Material management:

  • Conduct Monthly staff meeting at site
  • Day to day records of staff attendance, leave and movement on separate file
  • Ability to dispute management. Keep records of visitors check in and check out
  • Logistic arrangement of Project team members, Representatives from partners organizations
  • Proper arrangement and management of required materials need to purchase for site/activities management

3. Coordination & Networking:

  • Close coordination with Technical advisor, site supervisor and Senior social mobilizer for effective implementation of all planned activities at site as well as District
  • Regular coordination and consultation with site level, village level and District level concerned stakeholders
  • Participate in community level , District level meetings and also shared our project progress
  • Network development with existing network in the society at site level, village level and District level

4. Documentation & Report:

  • Collect Monthly Plan , progress and relevant data from Technical Advisor, site supervisor and senior social Mobilizer
  • Compile all data and reports in proper format and send to Monitoring and Evaluation specialist on monthly basis
  • Develop specific format or short report as per need of project
  • Prepare case story, short video and Pictures of Activities

Required Qualification and experience:

Master Degree in Social science/any discipline with at least 3 years of work experience in Development sector/NGO/INGOs. He must have good communication, Documentation skills for Team Management with computer skills and knowledge on Ms Word, Excel and PowerPoint presentation, age must be 30 year above and having two wheeler driving license. Fluency in spoken and written in English and Nepali languages

Organization Summary

POURAKHI is a member based organization. It is governed by its constitution and seven members of the Executive Committee (EC). The Executive Committee is the highest authority to make policy decisions. The Executive committee meeting takes place monthly and is headed by the Chairperson in order to assess the progress and to respond to the updated situation.
 
Globalization and trade liberation have opened up vistas and opportunities in the international labor market. Moreover, there is an increase in women specific job opportunities internationally. Lack of opportunity within Nepal and growing demand on women to economically support the family, many Nepali women are leaving Nepal to work abroad and have been contributing to the economic prosperity of their families and also in the poverty alleviation of their country.
 
The devastating earthquakes on 25th April, 2015 (magnitude 7.8 with epicenter in Gorkha district), and 12th May, 2015 (magnitude 7.3 with epicenter in Dolakha district), and series of intense aftershocks for approximately a month, caused widespread damage, injuries and loss of life. The destruction was covering residential and government buildings, heritage sites, schools and health posts, rural roads, bridges, water supply systems, agricultural land, touristic trekking routes and hydropower plants. Through several assessments of national and international organizations it is estimated that more than 604.000 houses were fully destroyed, and more than 288.856 houses partially damaged.
 
In response to the earthquake, Caritas Luxembourg in cooperation with local partner organization Pourakhi has implemented an emergency relief program (AH/CAR/2015/0004) that provided immediate life-saving assistance in regard to shelter items and blankets to affected families.
After the emergency relief phase, Pourakhi assessed the need for support towards reconstruction in their working districts in Dhading, Dolakha and Rasuwa.
