Job Description

 

Government of Nepal and the Government of Switzerland have signed a bilateral agreement to initiate a LOCAL ROADS IMPROVEMENT PROGRAMME (LRIP) - PHASE I, in four districts of Nepal namely Ramechhap, Okhaldhunga, Khotang and Sindhuli. Swiss Agency for Development and Cooperation (SDC) will provide a financial and technical supports to the Government of Nepal (GoN) represented by Ministry of Federal Affairs and Local Development (MoFALD) and its Department of Local Infrastructure and Agricultural Roads (DoLIDAR).

As a result of LRIP (I), it is expected that the people use the improved roads for their economic and social benefits; and the National and local institutions adopt a planned maintenance system for local roads. LRIP will help the 4 Programme districts to annually maintain 750 kms of existing roads of high priority and importance, identified in the ‘District Core Road Network’ making them all weather; upgrade/rehabilitate 200 kms of existing roads and construct 100 kms of new roads to an all-weather standard.

AF – Iteco Ltd., Switzerland, on behalf of SDC intends to fill in vacant positions for its TA team to technically support the Programme districts. In order to supplement its team, AF-Iteco Ltd. is seeking applications from the qualified and experienced Nepali Nationals for the position as follows:

 1 position (Diktel, Khotang station based)

Qualification and Experience: The Programme Engineer shall have a Bachelor’s Degree in Civil Engineering and registered in the Nepal Engineer’s council with at least 5 years’ experience in road related projects. The Programme Engineer will be required to make frequent visit to Okhaldhunga district and work in support of D-PSU Okhaldhunga for approximate half of his/her work time. The candidate shall have working knowledge of Total Station, experience in survey & design, monitoring, reporting and proven knowledge of road construction and supervision works with both written and verbal good English skills.

 Duration of Employment: 

The initial contract for the above two positions are for period up to July 2018. All positions are based in Mulkot, Sindhuli district or Programme partner districts and will require frequent field travels.

Organization Summary

Lack of access is one of the principal reasons for high incidence of rural poverty in Nepal. There is a strong correlation between poverty and access to economic and social services. An estimated 30,000 kms of rural roads (over 50,000 Kms exist, of which more than 55 % are non-operable) are needed to provide the connectivity required. About 22% of the population still has to walk more than 4 hours in the hills and 2 hours in the plains to reach a strategic road network.

 With the main goal of the programme to contribute to “improved livelihoods of the people and to local economic development in the four programme districts of Ramechhap, Sindhuli, Okhaldhunga, and Khotang, Local Roads Improvement Programme (LRIP) now takes proven approaches further by ensuring even more all-weather accessibility to markets and services by emphasising the importance of maintenance and preservation of built roads through promotion of labour-based roads maintenance methods and by fostering an institutional process in the On behalf of the GoN, the Ministry of Federal Affairs and Local Development (MoFALD) shall extend the necessary guidance and support to the programme and ensure collaboration of the participating districts. On behalf of MoFALD, the Department of Local Infrastructure Development and Agriculture Roads shall be responsible Department to coordinate the programme at national level. ITECO Engineering Ltd. CH, will represent the Programme Support Unit (PSU) on behalf of SDC shall provide technical assistance to GoN. LRIP-PSU shall support in capacity building of the partner districts in the management of district roads focusing on road maintenance, rehabilitation and construction together with social development activities. In fulfilling its objective, LRIP is entrusted to concentrate its efforts on maintenance of existing maintainable roads over new construction.
