Purpose of the Job

This position has responsibility and accountability in the area of Procurement management, initiation of procurement process, negotiation with vendors, manage supply chains, and related matters.

Main Duties of the Jobholder

Analysis and Evaluation

1.        Review procurement policy and procedures timely in coordination, harmonization and synchronization with other units/departments/offices.

2.        Negotiate with service providers and vendors on contractual terms and conditions.

3.        Oversee and track job performance of all purchasing agents.

4.        Oversee, evaluate/ measure and report of vendor performance.

5.        Manage the Supplier Certification and Quality Control program.

6.        Ensure quality control, test and inspection of the materials procured under this job description.

Communication and Coordination

1.        Follow up for implementation of Purchase Agreements/Contracts & Programs including quantity, warranty and defective product return issues with suppliers.

2.        Initiate process/involve in/carry out procurement of goods, services and contractual works as the case may be.

Planning and procurement management

1.        Oversee supplier relationships, their management quality, deliveries, cost and overall performance.

2.        Monitor that all contractual, and procurement specific requirements are fulfilled.

3.        Ensure that MIS data are upto date.

4.        Participate in the Selection/Evaluation Committee Meeting for evaluation of bids/proposal as a member as the case may be.

5.        Review and recommend/approve purchase orders as the case may be.

6.        Prepare SBU annual procurement plans and budgets in coordination with other SBUs.

7.        Assist for procurement of services and equipment from the international market.

8.        Put continuous effort to improve procurement management and its outcomes.

Human Resource Management

1.        Provide leadership and support to reporting staff.

2.        Provide clear direction, monitor regularly and give feedback on performance.

3.        Assess and recommend trainings and career development issues for support staff.

Miscellaneous

1.        Undertake such other duties as may be reasonably expected.

2.        Carry out other non-specific procurement related task as required.

3.        Serve as resource person on technical and environmental requirement related to procurement.

General Responsibilities

1.        To adhere to the Company’s policies, manuals, guidelines in all activities, and to actively promote continual improvement wherever possible.

2.        To be responsible for your own health and safety and that of your colleagues, in accordance with the Occupational health safety and security manual of the Company..

3.        To work in accordance with the requirement of ISO and to ensure that all new systems are designed in compliance with ISO requirements.

4.        To undertake such other duties as may be reasonably expected.

Key Result Areas

1.        Construction Procurement Management and Procurement Quality Assurance.

2.        Ensure goods and services and equipment procured by the Company and its subsidiaries are as prescribed by the Company requirements.

3.        Oversee supplier relationships, their management quality, deliveries, cost and overall performance.

4.        Follow up for implementation of Purchase Agreements/Contracts & Programs including quantity, warranty and defective product return issues with suppliers.

5.        Prepare bid document and contracts for the procurement of goods/services/contract as per the specific requirement.

Key Performance Indicator

1.        Carry out evaluation of the bid/procurement document

2.        Maintain roster of reputed supplier/manufacturer related with BPC businesses in national and international market and maintain relationship and timely follow up with those parties.

3.        Oversee, evaluate/ measure and report of vendor performance.

4.        Review and recommend/approve purchase orders as the case may be.

5.        Manage the Supplier Certification and Quality Control program.

6.        Prepare SBU annual procurement plans and budgets in coordination with other SBUs.
