Job Description

This vacancy is a local staff position. It is open only to nationals and residents of Nepal.

Overview

The position is assigned in the Nepal Resident Mission (NRM) within the South Asia Department (SARD). SARD is responsible for providing leadership innovation, lending, project implementation and knowledge sharing for ADB’s sector and thematic work that covers operations in Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka. NRM is supporting the Government of Nepal's development objective of accelerated, sustainable and inclusive economic growth.

Job Purpose

The Associate Project Analyst will be responsible for providing analytical, statistical, and administrative support to the functions of the Portfolio Management Unit (PMU) including project administration and associated project and portfolio analyses. The incumbent will report to a designated international staff and senior national staff.

Responsibilities

  • Follows up with executing agencies on timely submission of project progress reports, audited financial statements, and audited project accounts. Monitors the implementation progress of loan/technical assistance (TA) projects by reviewing project files and the progress reports submitted by executing agencies.

  • Updates project performance reports and technical assistance performance reports.

  • Prepares documents and files and participates in field missions; facilitates field discussions and assists in preparing mission documentation.

  • Participates in project completion review missions and assists project officers in assigned sectors to prepare Project Completion Reports by collecting and analyzing data and information, preparing appendixes needed, and formatting project completion reports.

  • Keeps up-to-date on changes in project administration instructions, and in ADB's policies and guidelines on procurement and use of consultants.

  • Familiarizes executing agencies with ADB guidelines and procedures, particularly on project administration.

  • Assists the RM focal point in carrying out work on Project Performance Management System (PPMS).

  • Reviews withdrawal applications (WAs), summary sheet, statement of expenditures (SOE) and other disbursement related documents under direct payment, replenishment/liquidation, reimbursement and commitment letter procedures for assigned ongoing loans and grants and ensure accuracy and completeness of WAs and documentation.

  • Checks the claims and ensure validity, correctness and compliance with the conditions of loan/grant agreement.

  • Assist in following up with the Office of the Auditor General regarding timely submission of audited reports to ADB, reviewing of its content, and following up on the actions with the concerned executing agencies.

  • Follows up with executing agencies to expedite procurement/contract awards. Assists in making contract awards and disbursement projections.

  • Assists in reviewing procurement documents, prepares preliminary comments on the documents, and drafts responses on procurement matters.

  • Reviews procurement contracts, prepares draft procurement committee papers, and assists in processing disbursements by updating procurement contract summary sheet (PCSS) and the Loan Financial Information System.

  • Checks and undertakes some preliminary investigative work, if necessary, to substantiate the authenticity and accuracy of documentation concerning the procurement of goods, works and services or to determine compliance with ADB policies, guidelines and procedures.

  • Assists in collecting and analyzing data and information on country portfolio performance in assigned sectors; provides analytical support; participates and contributes to annual and quarterly Country Portfolio Reviews.

  • Assists in preparing periodical notes and reports on portfolio performance review.

  • Maintains documents, records, and files for delegated projects.

  • Performs other tasks as delegated and reflected in the incumbent’s work plan.

Relevant Experience & Requirements

  • Bachelor's degree in engineering, economics, business administration or equivalent academic qualification.

  • At least 5 years of relevant work experience in project design, construction, administration, and procurement. Related experience in international agencies is preferable.

  • Proven ability to undertake background research and analysis on difficult and well-defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and developing data, and in preparing notes, papers and sections of reports.

  • Ability to quickly obtain a good working knowledge of ADB's procurement policies, guidelines and procedures, and procurements.

  • Good computer skills with sound knowledge of common word-processing, spreadsheets, presentation, and graphic software used in ADB.

  • Ability to establish and maintain productive contacts with government officials, donor agencies, and executing agencies;

  • High integrity, good ethics and ability to maintain confidentiality.

  • Good interpersonal and communication skills and ability to work with individuals from different cultural/national backgrounds.

  • Familiarity with local languages and institutions.

  • Good writing and speaking skills in English are essential.
