Job Description

Key Responsibilities:

1)    Entering the transactions and events into the computerized system from the source documents, Preparation of vouchers and complete documentation thereof.

2)    Responsible for managing Petty Cash Expenses.

3)    Processing of Salary/benefits, allowances and other perks of all locally employed staff and get approval from the FMS.

4)    Maintaining VAT ledgers and timely submission of the VAT Returns.  Timely deposit of Withholding Tax and verifying returns from the Inland Revenue Office.

5)    Reconciling Bank accounts.

6)    Compiling and Documentation received from the DoLIDAR, PSU.

7)    Preparation of the Periodic reports including variance report (Budget Vs Actual) as desired by the FMS.

8)    Responsible for carrying out other tasks as assigned from time to time by the FMS.

9)    Assist in Office management and day-to-day administration

10) Handling incoming and outgoing mails

11) Assist in Coordinate for management of drivers and vehicle movements in an efficient manner;

12) Assist Certifying driver’s overtime and allowance claims;

13) Assist in maintaining the personal file  of SIP's

14) Assist in Management of insurance for programme staff including district team, liaison with insurance companies to process claims;

15) Assist in Management of logistics for seminars, workshops, and any other events as directed by the Team Leader;

16) Oversee filing and library management;

17) Make arrangements for Translation and Nepali typing if and when required; and

18) Assist in procurement of goods and service

19) Assist in effective and efficient inventory management, including include programme office at centre and district offices;

20) Assist in overall responsibility for office cleaners and maintenance of office premises;

21) Assist in oversee management of the PMISC vehicles, servicing and maintenance;

Qualifications and Experience: Qualification and Experience:

The Finance & Admin Assistant shall have education up to the Higher Secondary Level (Bachelor’s preferred) with 3 years experiences in finance and admin related task. She/He should have very good knowledge of computer based applications, viz., Microsoft Word, Excel, and PowerPoint.She/He shall have good command over spoken and written English.

Organization Summary

The expected impact of the SIP is to increase agricultural income of rural poor especially the disadvantaged groups in the programme districts. The programme will contribute to Nepal's goal of increasing agriculture GDP per capita and the area under irrigation. The program outcome is; Small farmers especially from disadvantaged groups increase their productivity by managing and maintaining farmers managed irrigation systems (FMIS).Disadvantaged farmers in target communities will have more reliable and increased availability of irrigation water that will allow them to convert rain fed and suboptimal irrigated areas under command of the irrigation systems to fully irrigated areas. Without access to water and control over it, smallholders do not have a basis for commercial agricultural production. The risk of losing their crop due to erratic rainfall or inadequate irrigation water deters the smallholder from investing in high-value crop production. The ability to control water at critical stages of crop production is the single most important factor for enabling smallholders to enter commercial agricultural production. With efficient utilization of irrigation water, crop yields and cropping intensity are expected to increase by respectively 30% and 30% in the projects within five years of construction.
