Job Description

The Senior Monitoring Advisor serves as a lead for tasks regarding monitoring services for the anticipated USAID/Nepal MEL Platform activity. The Senior Monitoring Advisor will oversee data collection and use to inform USAID decisions about how best to invest in programs. She/he will work closely with the project evaluation, research, and CLA teams in developing regular performance reports. The position will be responsible for monitoring project activities through background research, tool development, data collection, and initial analysis. Reports to Chief of Party.  

Responsibilities 

The Senior Monitoring Advisor is responsible for overall technical design, management, and implementation of all types of data analysis and collections, and indicator assessment and design. She/he is responsible for overseeing or leading the design and implementation of all performance monitoring tasks following the standards outlined in USAID ADS 201. 

Client 

  • Develop and maintain relationships with USAID, IPs, the government, and other stakeholders  

  • With the Chief of Party, design and develop a process for consultation with USAID for the data quality assessments (DQAs), finalizing DQA work plans and processes for data review and analysis, sharing findings, and finalizing reports 

  • Support USAID staff with indicator development capacity building, monitoring assistance, and designing and implementing complementary monitoring approaches 

  • Improve USAID performance and context data structure through structured datasets, dashboards, and GIS products  

Technical Leadership 

  • Lead the design of gender-sensitive qualitative and quantitative data collection instruments 

  • Lead DQAs and provide DQA mentoring to USAID staff and partners 

  • Provide leadership in collecting and distilling best monitoring practices in USAID/Nepal programming, and adapting/applying these to current and future programs 

  • Package monitoring data using structured datasets, dashboards, and GIS products for different uses in USAID/Nepal, such as portfolio reviews, PPRs, and mid-term CDCS reviews  

  • Support USAID’s GIS specialist(s) to augment or improve upon USAID’s use of data for activity management and learning to support decision-making processes and reporting 

  • Develop/update USAID’s context indicators for USAID programming 

  • Monitor environmental compliance to USAID regulations 

  • Support performance measurement work for the activity, including by reviewing and analyzing existing context and performance data  

  • Support USAID and partners in collecting project baseline and monitoring data 

  • Develop scopes of work for public opinion surveys done by local subcontractors and work with local data collection firms as needed 

  • Work closely with evaluation, research, and CLA teams on designing and implementing workshops to build monitoring capacity of key local stakeholders  

Management  

  • Develop a strategic plan for conducting DQAs required by USAID for the workplan, budgeting resources needed, including short-term technical assistance and subcontractors 

  • Create a team planning guide that orients evaluation teams to working with USAID, relevant USAID policies (Evaluation, Gender, and Women’s Empowerment) and ADS 201 

  • Ensure all deliverables are submitted on schedule and in accordance with USAID and Panagora quality standards  

  • Supervise other monitoring team members and any short-term technical assistance experts to ensure high-quality deliverables are delivered in a timely manner 

  • Lead periodic quality assurance and quality control reviews of DQA and monitoring teams or subcontractors providing data collection or analysis services 

Contractual 

  • Ensure all DQA and monitoring tasks follow ethical procedures and protection of respondent and beneficiary identity 

  • Ensure quality control and overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID  

  • Uphold Panagora’s code of business ethics and conduct and ensure there are no incidences of conflict of interest or organizational conflict of interest  

  • Ensure timely and accurate technical and financial reporting information for monitoring tasks  

  • Foster a gender and socially inclusive, nondiscriminatory, and empowering work environment, following USAID policies on gender and people with disabilities 

  • Strengthen USAID/Nepal’s monitoring system and its  capacity to track progress, tell its story, and make well-informed, evidence-based decisions  

  • Improve USAID/Nepal’s performance and context data structure through structured datasets, dashboards, and GIS products 

Job Specification

  • Master’s or higher degree in research methods, social science, development, or a related field  

  • Minimum of eight years of experience in the monitoring of international development projects; project management; research methods; and project design   

  • Minimum of five years of supervisory experience   

  • Demonstrated experience in designing and implementing monitoring and verification systems 

  • Experience with leading monitoring methods and tools in third-party monitoring projects   

  • Demonstrated experience in data analysis and report writing   

  • Excellent interpersonal, writing and presentation skills     

  • Capacity to manage activities in a multicultural environment and in providing consulting services in helping clients analyze problems and devise and adopt solutions   

  • Must be a legal resident of Nepal  

  • Strong proficiency in written and spoken English
