Background

The current Constituent Assembly/Legislature Parliament and in the future the parliaments at all tiers of government are the most important institutions of representative democracy. Since 2008 UNDP has supported the Constituent Assembly/Legislature Parliament in its task of participatory constitution-building, mainly through the project Support to Participatory Constitution-Building (SPCBN) in Nepal. The SPCBN project will be replaced by/transformed into a more comprehensive Parliament support project.
 
The Parliament Support Project, will focus on strengthening the Constituent Assembly/Legislature Parliament of Nepal. The main counterpart is the Parliament Secretariat. The project aims at strengthening the institution parliament as such in its role as legislator, oversight body and representative of the people. In addition it will put two specific emphases: (1) It aims at strengthening parliament’s ability to pro-actively assume its role in respect to early recovery, full recovery and equitable regional development. (2) It will support CA/parliament in finalizing the constitution-making process and implementing the new constitution.

Under the direct supervision of the Project Manager the Sr. Administrative & Finance Assistant will be responsible for supporting the Project Manager on administrative and financial matter.

 


Duties and Responsibilities

Under the direct supervision of the Project  Manager, the Sr. Administrative & Finance Assistant will perform following duties  Detailed scope of work includes:

  • Prepare vouchers and process payments for all the financial transactions done at Project and also process payment under Direct Payment Request to UNDP for hard currency payments.
  • Keep record of the disbursements made from UNDP CO and by Cooperating Agency on behalf the Project.
  • Prepare periodic Financial Reports and other Quarterly Reports to be submitted to UNDP CO.
  • Maintain inventory of office supplies and put in place proper internal control system
  • Continually advise and guide project staff on DEX financial and administrative and reporting procedures
  • Keep records of Non Expendable equipment (NEE), conduct physical verification at least once a year and prepare report on annual physical verifications of NEE to be submitted to UNDP.
  • Assist and facilitate the project audit as well as internal audit conducted by UNDP
  • Take follow up measures on audit findings.
  • Keep abreast of the financial regulations of the Government and ensure compliance.
  • Manage all correspondence related to administration and finance.

Required Skills and Experience

Education:

  • Completion Bachelor’s degree in Business management, finance, accountancy, auditing or relevant fields.

Work Experience:

  • Minimum five years of experience in the accounting records, administrative, logistic, procurement and working in audit related jobs.
  • Past experience working with the INGOs/UN system, as well as major development agencies and organizations would be preferred.
  • Experience in report writing, workshop facilitation and organizations.

Language Requirements: 

  • Excellent English language skills are essential.
