Job Description

Responsibilities:

  • Support municipalities / rural municipalities and provincial administrations in setting up and executing planning, promotion/support and implementation mechanisms for alternative energy
  • Support (rural) municipalities to develop local government framework, guidelines and policy as per new bill to promote alternative energy in rural areas
  • Support in the development of the strategic and organizational-administrative framework of decentralized service delivery at provincial and municipal level
  • Support AEPC in extending their energy service portfolio towards provincial and local governments to adapt to the new federal set-up
  • Support AEPC, provincial and local administrations to develop and implement mechanisms and procedures to coordinate, interact and cooperate in the promotion of alternative energy in rural areas
  • Develop, plan, implement and monitor capacity and institutional development activities for provincial and local governments, with regards to promoting alternative energy within their jurisdiction in accordance with the Nepalese constitution
  • Closely work together, and coordinate with (rural) municipalities and provincial governments, as well as AEPC in regards to the implementation of RERA activities relating to governance
  • Be the resource person for the RERA programme on the current status and progress of the Nepalese decentralization process and provide inputs to the strategic orientation of RERA implementation
  • Support AEPC, provinces and municipalities in mainstreaming GESI aspects and guidelines in all legislation, processes and standards pertaining alternative energy

Required qualification and experience:

  • Master's degree in governance, law, politics, public administration, sociology, ,management, and//or, related subjects with at least 7 years of total working experience in the governance sector preferably on energy related issues
  • 3 years of experience in working in/with 'local 'government institutions, as well as organizational and capacity development, preferably in the energy sector
  • Experience in good governance and with donor funded programmes will be an asset
  • Experience in developing and adapting methodologies and tools designed to meet local government management and compliance requirements
  • Work experience in the rural/alternative energy sector, as well as work experience abroad, is of advantage
  • Good understanding of the Nepalese public administration, regulation, policies and laws as well as issues and challenges of local governments and decentralization in Nepal
  • Excellent Communication skills in English and Nepali (both Verbal and Written)
  • • Excellent knowledge of MS Office
