Job Description

Portfolio Manager

Duties and Responsibilities: The incumbent will be responsible for ensuring contractual compliances of Support Organizations (SOs), the Communities and the Fund Board Office. He/she will be responsible to ensure that the communities are provided quality services by the SOs to enable them to prepare, manage, construct, maintain and operate their own schemes. He/she will be responsible to keep, maintain and provide all relevant information pertaining to an SO and their respective schemes to the management. He/she will assist in the evaluation of old and new SOs, particularly assessing of their previous "Track Record-. He/she will facilitate the pre-feasibility orientation training to the SOs and assist in the evaluation of pre-feasibility proposals. He/she will give advice to SOs in the preparation of their Development Phase Proposals and negotiate with concerned SOs in their financial activity details of the proposals. He/she will also ensure that all pre-requisites and criteria have been met prior to the finalization of the Development Phase Proposals. He/she will also participate in the evaluation of proposed SO staff ensuring that they are qualified and competent as per required standards. He/she will prepare all relevant documents and submit Development Phase Proposals to the TAC, supervise Development Phase Contract preparations, and assist the Human Resource Development/Program Development Division in conducting orientation training for SOs. He/she will carry out pre-feasibility site appraisals by visiting SO sites/scheme sites. He/she will monitor programme activities under RWSSIP through frequent field visit and carry out evaluation of Implementation Phase Proposals before making final payments. He/she will identify appropriate SAs for third party monitoring and evaluation. He/she will be responsible for reporting to CPOD to DED and will be liable to him and then through him to ED.

 

Academic Qualification: S/he must have an educational qualification in relevant field of study with a Master's Degree from a recognized national or foreign University

Work Experience: S/he must have at least 5 (five) years relevant work experience.
