JOB DESCRIPTION

PURPOSE OF POSITION:

The Monitoring, Evaluation, Accountability and Learning (MEAL) Manger will provide strategic leadership and guidance to the DME and Accountability functions, ensures the quality and integration of programmatic interventions arising from the ministerial lines and accountability to communities. The MEAL Manager will work with global accountability and other groups within the World Vision partnership and larger humanitarian community to design strategies, standards and systems that provide the necessary direction and competency to deliver innovation and quality in humanitarian accountability, DME and GESI (Gender Equity and Social Inclusion).

KEY RESPONSIBILIES:

  • Support the WV NER in reaching strategic goals to facilitate measurable and sustainable development.

  • Consolidate and provide regular monitoring and accountability information to the various stakeholders.

  • Provide proactive leadership and an advisory role in DME and Accountability, with a special focus on gender equity and social inclusion.

  • Assist the DM&E and Accountability managers in following up decisions and recommendations made, and ensuring capacity building for implementation of the monitoring and accountability systems.

  • Develop the skills and competencies of employees to carry out programming in accordance with the DAME/LEAP standards and policies.

  • Continuously access, research, evaluate and promote within the best available external practices and resources in DME and Accountability.

  • Network/partner at local, national and regional levels with research institutions involved in operational research and other community-based participatory research activities.

  • Design and support the implementation of processes and mechanisms for monitoring WV Nepal Earthquake Response (NER) performance and the impact of the WV NERs actions, in order to demonstrate their efficiency and effectiveness.

  • Advise mechanisms for follow-up to the implementation of the DME/LEAP standards and policies, and systematize good practices and lessons learned relating to its application.

  • Assist in organizing technical trainings including sampling, questionnaire design, participatory techniques for data collection, analysis of data and reporting.

  • Work with the Programmes Manager to implement a DME and Accountability learning system to document, assess, share and replicate: Lessons Learned, Promising Practices, and Best Practices.

  • Do other duties as required by supervisor

KNOWLEDGE, SKILLS & ABILITIES::

  • 5 years proven experience with International NGOs/UN in emergency relief projects, community development or related field.

  • Masters Degree from accredited university or equivalent combined training/experience in a related field.

  • Well versed with Logical Framework Analysis tool, Performance Measurement Frameworks and budget management.

  • Previous experience in leadership people management coaching mentoring and team building skills.

  • Previous experience working in complex rehabilitation/development settings.

  • Previous experience working in protection or gender programming.

  • Experience in program management and implementation of multi-sectoral emergency response projects (USAID/CIDA/EU/IDB/WB).

Preferred:

  • Knowledge of both urban and rural development dynamics. Good experience in the humanitarian field.

  • Previous experience working with institutional donors, including DFID, USAID, EU.

  • Previous experience in the application of context process and impact monitoring methods.

Work Environment:

  • The position requires ability and willingness to travel domestically and internationally up to 30% of the time.
