Background

Ministry of Population and Environment (MoPE) is implementing the Nepal Climate Change Support Programme (NCCSP) in collaboration with Ministry of Federal Affairs and Local Development (MoFALD) with the financial assistance of DFID, EU, Cyprus and technical assistance of UNDP.  The programme has a goal to contribute in ensuring that the poorest and most vulnerable communities in Nepal are able to adapt to the negative effects of climate change.  The programme is underway in 14 districts of mid and far-western region.

The Programme consists of 3 key outputs (i) implementing 100 Local Adaptation Plan of Actions (LAPAs) in 90 VDCs and 7 municipalities in 14 districts  (ii) putting in place local and sub-national mechanisms to implement and promote scalable adaptation actions and people’s resilience; and (iii) establishing/further developing institutional and funding mechanisms for climate change adaptation actions.

 


Duties and Responsibilities

The incumbent will be responsible to ensure implementation of gender and social inclusion strategies, tools and guidelines as necessary for effective participation of intended beneficiaries especially the poor, women, and socially excluded in the NCCSP activities at all levels. While the incumbent will work under the direct supervision of NPD/NPM, s/ he will work closely with team members at the Programme Central, regional, and district office including the DDC officials and other GoN officials.

Duties and Responsibilities:

The key roles of the position will be as follows:

  • In line with the Gender and Climate Change Strategy drafted by the MoPE, be responsible for gender mainstreaming into the central and local level planning and implementation of NCCSP activities;
  • Develop NCCSP specific gender mainstreaming tool, work closely with M & E Specialist to develop gender and social development indicators and establish baseline;
  • Working closely with M & E Specialist and the programme team, support to develop a gender and conflict sensitive M & E system for DEECC Sections/ DEEU/DEES/community groups to facilitate monitoring/ self- monitoring of the field level activities as well as undertake field visits to track progress in line with the framework and ensure corrective measures;
  • Be responsible for developing conflict sensitive (CS) and ‘Do No Harm’ (DNH) strategies, integrating them to the NCCSP programme work plan, and support in implementation;
  • Assist DEECC Sections to integrate gender, CS and DNH approaches, as necessary, and facilitate bringing expertise from other programmes and agencies as required;
  • Provide technical support to DEECC Sections in planning and management of vulnerable community development framework in the district;
  • Support action research following participatory and consultative process for gender and social inclusion with emphasis on developing strategy and implementation modality for ensuring social development outcomes at local levels;
  • Support and facilitate in conducting capacity building activities and orientation on gender and social inclusion and conflict sensitivity to staffs, community people and other stakeholders at the local level;
  • Coordinate with line agencies, NGOs, private sector and relevant projects for possible collaboration and exchange for training and capacity building in a synergetic manner;
  • Provide support to DEECC Sections to monitor and document the achievements and lesson learned;
  • Support to develop partnership with other institutions to work on GSI issues;
  • Be responsible for collecting information, analysis and reporting on gender, social inclusion and conflict sensitivity outcomes to MoPE and UNDP as per the requirements;
  • Undertake any other responsibilities relevant for implementing NCCSP as designated by the supervisor or the NPM /NPD;

Required Skills and Experience

Education:

  • Completion of Master's Degree in Social Science, Gender Studies, Social Work, Humanities, International Development or any other relevant field.

Experience:

  • 5 years of relevant work experience in programme and policy development in development sector.
  • Experience of working in a multi- cultural setting.
  • Working experience in government or multilateral organizations will be desireable.
  • Working knowledge of climate change issues and the linkages with gender and social inclusion aspects would be preferred.
  • Proven experience in networking and shared learning.
  • Excellent knowledge and experience of report writing, RBM methodologies and tools (project and programme management, design, monitoring and evaluation).
  • Experience in usage of computers and office software packages (MS Word, Excel, etc.)
  • Experience of working in the Mid and Far Western Districts of Nepal would be an asset.

Language Requirements:

  • Strong command of written and spoken Nepali and English languages.

  • Knowledge of local dialects will be an added advantage.
