Job Description

Duties and Responsibilities

Under the overall supervision of the National Programme Director (NPD) and direct guidance of National Programme Manager (NPM) in close consultation with Chief Technical Advisor (CTA), Senior Institutional Development and Strategy Specialist (SIDSS) & GESI Focal Person and Intervention Component Managers (ICMs) of MEDEP the incumbent is responsible to:

  • Develop Gender Equality and Social Inclusion (GESI) strategy, action plans with budgets required for MEDEP, MEDPA, Micro-Enterprise Development Service Providers (MEDSPs and Micro Entrepreneurs' Associations. These strategies should address the issues and problems of Gender and Social Inclusion based on Government GESI policy to consider how women and the poor, excluded (unemployed youths, disabled, single women, etc), can be in more profitable micro-enterprises and how these targeted groups can be motivated to provide further supports and be instrumental in changing gender equality and social inclusion norms.
  • Facilitate MOI to make and revise GESI friendly Micro-Enterprise (MED) policies and integrate to other concerned Ministries (MoFALD, MOWCSC, MOFSC, MOAD) in close coordination with Intervention Component Manager 2 (ICM 2).
  • Facilitate  to implement the action plans and undertake capacity development activities in the area of GESI for MEDEP and MEDPA as recommendations provided by the GESI Impact Study 2014;
  • Provide support  to implement capacity building programmes in coordination with Intervention Component Managers, SIDSS and GESI Focal Person, for Government Officials central level and district level staffs of Department of Cottage and Small Industry (DCSI) and Cottage and Small Industry Development Board (CSIDB), District Enterprise Development Committee (DEDC) for addressing issues GESI in MEDPA;
  • Provide supports to implement capacity building programmes in coordination with Intervention Component Managers, for MEDEP staff and partner organizations (including EDFs) on GESI in such a way that they can link and implement GESI activities together with their main activates.  This will include increasing their skills to use different tools to do better, in-depth analysis of socio-cultural barriers and identifying measures to address them;
  • Coordinate with Council for Technical Education and Vocational Training (CTEVT), MEDEP, MEDPA and other stakeholders to review the existing training curricula Modules and packages for Enterprise Development Facilitator (EDF), implemented by private and government training institutes, from GESI perspective and facilitate to revise curricula so that GESI elements   are strongly built into the EDF training curricula.
  • Co-ordinate with Start and Improve Your Business (SIYB) Secretariat (Industrial Enterprise Development Institute – IEDI), MEDEP, UNDP and SIYB Secretariat members to review and revise SIYB training package to include GESI component as per requirements.
  • Provide support to incorporate GESI in Annual Work plan (AWP), Quarterly Work plan (QWP) and MEDEP and MEDPA documents and provide feedbacks on Quarterly Progress Reports of MEDEP, Trimester Progress Reports of MEDPA and Annual Progress Report of MEDEP from GESI perspectives.
  • Incorporate GESI in Common Facility Centers (CFC) supports to hard core poor for Micro-Enterprise Development;  this will include piloting of developing facilities of toilets, community kitchen and child care to see if it helps women micro-entrepreneurs to have more time for operating their micro-enterprises.
  • Provide input to any guidelines, manuals or other such documents of MEDEP and MEDPA in order to ensure that they are fully sensitive to GESI. Also provide technical input for  integration of GESI recommendations into the MEDPA in close coordination with ICM 1 and Senior Institutional Development Strategy Specialist (SIDSS).
  • Conduct field visits to monitor whether GESI activities are properly implemented together with programme’s main activities of both MEDEP and MEDPA.
  • Support all staffs, government organizations, National Entrepreneurship Development Centre (NEDC), MEDSPs, National Federation of Entrepreneurs' Association (NMEFEN) and District Micro-Entrepreneurs’ Group Association (DMEGAs) for the integration of GESI concept and principles in all programmes;
  • Perform any other duties assigned by NPD and NPM as per the need of the programme.


  • Development of GESI strategies and facilitated to approve from MOI;
  • Provided technical inputs to prepare AWP, QWP, Progress Reports of MEDEP and MEDPA from GESI perspective.
  • Revised Financial Literacy Training Package from GESI Perspective.
  • Undertaken the Capacity development activities in the area of GESI for MEDEP and MEDPA as per the recommendations provided by the GESI Impact Study 2014.
  • Performed coordination to train the Government Officials for addressing GESI in MEDPA;
  • Performed coordination to train MEDEP staff and partner organizations for addressing GESI in micro-enterprise development.
  • Provided technical inputs to integrate GESI in designing Diploma course on EDF and Occupational profiles for skill test.

Required Skills and Experience


  • Completion of Master's Degree in social science, management or related field. Master degree in Gender and Development or Women Study would be an advantage.


  • Should have minimum seven years experiences in the GESI fields such as developing strategies and plans and plan implementation, conducting training, monitoring and evaluation;
  • Should have in-depth knowledge addressing GESI related issues;
  • Must have demonstrated skills in training management and experience in capacity building relating to Gender and Social Inclusion.
  • Language requirement:
  • Fluency in both spoken and written Nepali and English languages is required.

Computer Skill:

  • Skills on basic computer operation such as Microsoft Word, Excel, PowerPoint, etc. is required.
  • Typing skills in Nepali language will be an advantage.
