Through the National Human Rights Commission’s Strategic Plan Support Project (SPSP), designed based on the requirements of the National Human Rights Commission (NHRC) as foreseen in the Strategic Plan of NHRC 2015 – 2020, UNDP Nepal is working with the NHRC to address its immediate needs in terms of strengthening its organisational and competence capacity. Through this project, it is envisaged to significantly contribute towards long-term sustainability of the institution and its capability to carry out the tasks set by itself in the Strategic Plan 2015 – 2020.

The Project is proposing measures supporting the re-organization and further capacity development of the NHRC that are realistically achievable, based on the overall holistic approach and which include day to day working with the partner institution to ensure its ownership and leadership over the process. Project activities will also contribute to an increased level of coordination between human rights institutions, resulting in more effective protection of human rights of vulnerable and marginalized groups of people.

The Project has two distinctive Components - Component 1  focusing on the duty bearer side which consists of a thorough development of the organizational capacity through a training needs assessment and a management review that identifies the required areas of support for the internal management including business management, procedures, and financial management as well as the core areas of performance of the NHRC monitoring, investigation, and outreach towards other constitutional commissions, civil society and the GoN and the Component 2 where the ongoing activities of the NHRC are supported, through initiation of a pilot project, focusing on monitoring, investigation, outreach, and on the promotion of rights for people with mental disabilities.

The component one basically focused in strengthening the capacity of the staff in selected areas (as defined by the training plan) through systematic training; strengthening the capacity of the commission as a long-term credible institution to deliver its core function and increasing its outreach and enhancing the coordination and cooperation with other human rights related constitutional commissions and the transitional justice mechanisms, CSOs, and media.

To provide necessary day to day supports to the International Project Manager, the Component Manager -1 is created and he/she will be responsible to ensure all activities are implemented in a timely, efficient and effective manner.


Duties and Responsibilities


Functions and Key Results:

Under the supervision and guidance of the International Project Manager (IPM) and in coordination with the National Project Director (NPD), the Component Manager-1 will provide necessary support to the implementation of the project activities listed in the project document. S/he will also design and oversee the implementation and reporting on all programmatic aspects including training activities and institutional supports in enhancing the coordination among all the commissions.

Duties and Responsibilities:

  • Under the direct supervision of the International Project Manager (IPM), Component Manager 1 will;
  • Provide backup to the IPM to ensure that all outputs and activities are implemented in a timely manner to adhere to programme results, human resources and monitoring and evaluation plans, ensuring quality and relevance to the peace context of Nepal;
  • Work closely with IPM in the preparation of Annual Work Plans (AWP), Quarterly Work Plans (QWP), Human resource (HR), Procurement and Monitoring and Evaluation (M and E) plans for approval from the Programme Board;
  • Work closely with IPM to manage and monitor programme risks, identify and submit new risks to the Programme Board for decisions and update the risk log periodically;
  • Work closely with the IPM to ensure full compliance of operations with UNDP rules, regulations and policies and monitoring of achievement of results;
  • Develop and update detailed component implementation plans under the guidance of the IPM and ensure the implementation of activities related to Component 1;
  • Work closely with IPM in the preparation of timely narrative and financial reports, thematic technical papers and policy notes for the UNDP Country Office; .
  • In close coordination with the Administrative and Finance Officer; prepare accurate and reliable financial reports;
  • Coordinate and support all activities leading to the annual audit exercise and follow up of the audit recommendations;
  • Coordinate the preparation of Atlas budget revisions and Annual Work Plans for further discussion and clearance from the IPM;
  • Ensure the timely and efficient delivery of Component 1 related outputs and products leading to the achievement of expected results;  
  • Coordinate and supervise technical inputs relating to component activity design, development and implementation. This will include assisting the IPM in the preparation of terms of reference and sub-contract tender document and assessment of quality of consultant/contractor outputs;
  • Coordinate timely programme reporting - both internal and external - following UNDP and programme requirements and established procedures;
  • Work closely with IPM to ensure full implementation of the M&E system and oversee the organization of Programme Board meetings and coordinate all aspects of development of progress reports and other documentation as required;
  • Work closely with the Programme Manager to generate quarterly and annual Combined Delivery Reports (CDR) for signature from UNDP and discussion within the Programme Board;
  • Be responsible for the implementation of component activities to discuss progress on and ensure that there is a common understanding of the direction of the project among the NHRC, UNDP and the development partners;
  • Provide overall administrative and logistic support to the Component 1 of the programme;
  • Prepare a strategy for liaising with relevant divisions and units of the National Human Rights Commission (NHRC) to determine level of satisfaction with project implementation to  allow for detection of any relevant issues/challenges at an early stage;
  • Undertake necessary preparatory tasks for all national and sub-national level meeting carried out as a part of the component activities;
  • Ensure that all activities conducted are closely coordinated with all actors/stakeholders relevant to their particular component;
  • In consultation with IPM and the NHRC, develop performance indicators and success criteria for Component;
  • Prepare relevant sections of regular progress reports (including annual and quarterly progress reports) on project results and outcomes related to Component 1;
  • Work closely with IPM in tracking the expenditures and delivery rate of the programme in relation to his/her Component;
  • Meet all reporting (internal and external, narrative and financial) requirements as accordance with UNDP financial rules and regulations and internal control framework;
  • Provide regular updates to the programme management unit on the progress of project implementation in Component;
  • Closely work with both the project component staff in building their capacity in all areas related to the management and regular monitoring of the portfolio;
  • Develop a systematic approach to Knowledge Management, and identify lessons learned and best practices, and contribute to broader institutional learning; 
  • Work closely with IPM in coordinating the documentation of best practices and lessons learned on an ongoing basis;
  • Coordinate contribution to the development of knowledge products;
  • Coordinate contribution to knowledge networks and communities of practice;
  • Ensure internal and external evaluation and review efforts; and perform other tasks as required.

Required Skills and Experience



  • Completion of Masters’ Degree in the area of law, social science, public administration, management and law.
  • Specialization or Studies in Peacebuilding, Conflict Transformation, Political science or another relevant field will be an added value.

Work Experience

  • At least 8 years’ experience in the capacity building of the high level clients including  government agencies, political actors, NHRIs, security forces, civil society leaders and human rights defenders.
  • Experience directly related to human rights,management and administration of large scale projects
  • Demonstrated expertise in working with political parties, government officials, and/or civil society organizations in Nepal or other transitional contexts
  • Excellent understanding of Nepal’s peace process, transitional justice and the political, social and economic aspects of peacebuilding and development efforts in Nepal
  • Significant experience with the United Nations, multi-lateral,inter-governmental institutions, governmental or demonstrated capacity to work in complex institutional environments 
  • Significant experience as trainer and facilitator on human rights, conflict transformation and due process of law.  
  • Experiences on conducting dialogue with high level clients and building strong network among concerned stakeholders
  • Significant experience in the design and/or implementation of development programmes

Language Requirement:

  • Excellent oral and written proficiency in English and Nepali languages.
