Job Descriptions
Under the direct supervision of Project Coordinator, Admin and Finance officer is responsible to maintain the overall administration and financial rules and regulation including prepare the financial plan, support to implement the project activities and make assure of documentation for implementing the project activities smoothly.

Duties and Responsibilities
Financial Management:
ï‚· Responsible for maintaining books of accounts and necessary financial evidences required for auditing
ï‚· Prepare and submit quarterly statement of expenditure, conduct audit as per the rules and regulations of the government
ï‚· Maintain and keep all receipts and other supporting documents properly.
ï‚· Ensure complete financial discipline at the project including timely advance settlement by staff and exercise budgetary control.
ï‚· Prepare financial reports as required and submit within time frame and as per agreement.
ï‚· Support the Project Coordinator in preparation of proposal, annual work-plan and budget.
ï‚· Manage the cash and bank transactions with proper utilization of fund.

Administrative and Human Resource Management:
ï‚· Responsible for maintaining the administration and Human resources as the need of project and organization with maintain administrative discipline in the office.
ï‚· Prepare sub-contracts issued by organizations.
ï‚· Support on recruitment process and ruling to the project staff as given authority by project
ï‚· Develop local practices, templates and formats for contract management.
ï‚· Coordinate with banks, insurance companies, government offices and other concern parties
ï‚· Compliance with government rules and regulation
ï‚· Maintain complete record of consumable and fixed stock, maintain proper storage system and physically verify half yearly.
ï‚· Monitor Insurance of personnel and goods

Others
ï‚· Supervise logistic arrangement
ï‚· Ensure supply of stationery
ï‚· Maintenance of office equipment and tools
ï‚· Ensure follow up of contract and organization manuals on policies.
ï‚· Other task as and when necessary as directed by the Project Coordinator.
ï‚· Manage reception, security and safety of office
ï‚· Support in secretarial works (correspondence, filings, mails, typing etc)

Required Qualification, Experience and Competencies
ï‚· Minimum Bachelors' degree, major in Accounting/finance is preferred.
ï‚· At least 3-5 years of experience in finance/accounting work in a similar position preferably with NGO.
ï‚· Understanding of general taxation rules and regulations
ï‚· Skills in managing & updating proper financial as well as administrative records.
ï‚· Communication, Facilitation and negotiation skills
ï‚· Working in partnership among different stakeholders especially with government line agencies, NGOs and suppliers/vendors.
ï‚· Sensitive to poverty, cultural diversity, gender & social inclusion
ï‚· Willingness to work with diversified team members
ï‚· Proficiency in using office application software.
