ORGANIZATIONAL CONTEXT

WFP Nepal has launched a Emergency Preparedness Project (EPR) phase-2 that received funding in June 2017. The project exists of 4 pillars including (1) logistics infrastructure, (2) skills and trainings, (3) information and data preparedness and (4) institutional strengthening.  From June onwards, qualified staff was enrolled to ensure management and implementation of the project activities. The EPR Project Manager will work in close collaboration with a WFP civil-military liaison officer and under the direct supervision of the Head of Supply Chain and EPR.

The Job holder operates with a high degree of independence, manages a team of four experienced staff to ensure that EPR phase-2 project objectives are achieved in full, on time and within budget. Job holder is heavily involved in day–to-day project management activities and analytical work, multi-tasking with a focus on planning, coordination, team & budget management and liaison with government, donors and external stakeholders to ensure the EPR strategies are implemented.

JOB PURPOSE

Responsibility for project and team management of a specialized emergency logistics project, including planning, organization and coordination, and setting objectives to ensure cost-effective operations and that EPR phase-2 project objectives are achieved in full and on time.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Under the general supervision of the Head of Supply Chain in the Nepal Country Office:
    • Contribute towards the development and implementation of the EPR phase-2 project ensuring compliance with wider logistics policies and WFP standards.
    • Day-to-day project management of the EPR project and support EPR logistics projects, by:
  • Following up on operational activities following standard processes and contributing directly or indirectly, to the effective implementation and delivery of services to WFP partners and stakeholders.
  • Supervising the EPR project team of national staff and short-term consultants.
  • Liaising with internal & external WFP partners and stakeholders, government and donors.
  • Monitoring and analysis of project risks and recommending mitigating actions.

 

  1. Review budget plans, monitor and conduct comprehensive analysis of project financial performance and make recommendations in compliance with WFP financial policies and procedures and best practices, to support financial analysis and optimisation of resources.
  2. Monitor and contribute to consolidation and preparation of procurement and pipeline planning, and to operational supply chain management of the project (procurement, storage and NFI management), including checking documentation, inventory, loading and discharging, transport and handover of NFI to WFP partners.
  3. Collate data and contribute to preparation of accurate and timely reporting, including M&E of Key Performance Indicators (KPIs), supporting WFP-wide view of    logistics activities that enables informed decision making and consistency of information presented to stakeholders.
  4. Collect and analyze data through research and networking with colleagues and partners to recommend actions to senior staff in order to improve performance of logistics operations supporting the EPR projects.
  5. Guide and supervise project team members, acting as a point of referral and supporting them with more complex analysis and queries to support learning and development.
  6. Support the capacity building of the EPR team and EPR project stakeholders for efficient and effective emergency preparedness and service provision activities through the design and review of standard operating procedures, contracts and agreements with project stakeholders.
  7. Provide substantive contributions to regional/country context analyses and to the management of project related Emergency Preparedness activities in support of operational challenges and optimization recommendations.
  8. Build and maintain productive partnerships at operational level with internal and external stakeholders holding key Emergency Preparedness and Response functions, contributing to achieving EPR strategies.
  9. Coordinate country office units and provide technical support to the units to complete the emergency preparedness and response action checklists (EPRP) for the country office.
  10. Act in an assigned emergency response capacity as required to meet emergency logistics assistance needs and support logistics cluster activities.
  11. Other duties as required

General Requirements:

Education: Advanced University degree in Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with minimum five years of related work experience.

  • 5 years of relevant professional experience: project and/or program management in humanitarian sector, or management-level construction project management and/or supply chain operations with team management responsibility.
  • At least 2 years of Emergency Response experience at a managerial level.
  • At least 1 year of experience working in Govt. Capacity Strengthening or EPR technical support.
  • Proven experience of managing teams of staff within related area of expertise.
  • Proven experience of liaison/coordination with central level government and/or UN authorities.
  • Proven and demonstrable project management skills across the entire project cycle including project design, budget management, implementation, reporting.

Language: National Professional: Fluency (spoken and written) in English language and Nepali language.

 OTHER SPECIFIC JOB REQUIREMENTS

DELIVERABLES:

  1. Standard operating procedure and mechanism established for EPR project management, that clarifies work plans, milestones and reporting requirements for individual EPR team members.
  2. Project budget, resource allocation and procurement planning is updated and transparent.
  3. Accurate monthly, quarterly and annual SPR and donor reports submitted on time.
  4. EPR project implementation on time and milestones achieved:
  • Land allocation agreements signed of 3 of 6 Forward Logistics Bases and construction started.
  • Gaps/Needs assessments of trails conducted on priority vulnerable VDC’s in mid and far Western region.
  • EPR trainings delivered to target audience as per project planning.
  • institutions most appropriate for delivering emergency logistics and telecommunications training Identified and enabled.
  • Assessment of NFC capacities conducted to improve food supply chain management and inventory control.

 DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Experience in logistics emergency operations in a humanitarian environment;
  • Experience in developing and administering operational budgets;
  • Experience with UN Cluster coordination and common service provision is preferred;
  • Experience in team management
  • Strong organization, communication and coordination skills;
  • Demonstrated skills in collaborative problem-solving, lateral thinking and prioritization in high-pressure working environments;
