Job Description

Position: Programme Coordinator (No of Positions: 2)

The role of the Programme Coordinator is evolving as the changes resulting from decentralization take effect, and will require a politically sensitive approach with a strong focus on social inclusion as well as sound technical skills. The responsibilities will include coordination of activities between Output Areas at District and Municipality levels. The coordinators will be based in the District Headquarters and will have complementary skills in WASH, other infrastructure livelihoods and social development. They will provide specialist expertise in one technical field as well as being able to work across disciplines with local authorities in their area of geographical responsibility. Frequent travel to rural municipalities throughout the project area will be required.

Job description

Reporting to the Deputy Team Leader, the Programme Coordinators will:

  1. Ensure a coordinated approach to all Output Areas across the rural and urban municipalities in the district, and resolve problems related to coordination.
  2. Lead communication and stakeholder engagement activities with local government, civil society and private sector as well as DFID field offices.
  3. Coordinate field activities for se lection, quality assurance, monitoring of activities in all Output Area across the district.
  4. Collaborate with other District level Programme Coordinators and provide specialist support in own area of expertise where appropriate.
  5. Ensure the timely submission of financial and operational reports
  6. Participate in program review meetings;
  7. Perform other duties as required by the programme

Candidate Specification

  • At least 7 years' experience in rural development in Nepal, including capacity building, and institutional strengthening and delivery;
  • At least three years' experience in programme management including coordination of multi-disciplinary teams, preferably on a donor-funded international development projects (DFID experience an advantage);
  • At least three years' experience working with minority or disadvantaged groups in the Hills, and a strong sensitivity to the challenges of social inclusion;
  • Demonstrated understanding of the challenges of post-earthquake reconstruction;
  • Strong communication, interpersonal and leadership skills, but also a team player with the willingness to learn and support the learning of others;
  • Proven ability to build and maintain effective working relationships with Government at local levels to ensure effective implementation and sustainable management of infrastructure;
  • Ability to work effectively under pressure and to manage competing priorities; • Willing to travel extensively throughout the project area, including on foot as well as by jeep and motorbike;
  • Attention to detail and ability to perform multiple tasks effectively and efficiently and balance competing priorities within a short timeframe;
  • Fluency in written and spoken Nepali and English is essential, and fluency in relevant local languages spoken in the project area would be a strong asset.
