Job Description

Position Overview:

 

The Operations Officer, Literacy Field (LPOO) leads the strategic and tactical execution for all work related to implementing Room to Read’s (RtR’s) Literacy Program (LP) at the field level for a set of schools. This position serves as the main point of contact for school leaders and coordinates the work of other RtR and Partner staff at schools in their jurisdiction.

 

Duties & Responsibilities:

 

Program Management, Implementation, Monitoring and Coordination:

  • Leads in selecting schools for Literacy Program (LP) implementation​

 

a. Prepares bank of schools for selection survey in coordination with District Education Office (DEO)

b. Visits schools to conducts community meetings and collects survey data

c. Prepares data bank of the schools which have undergone selection survey

d. In coordination with Program field Operations Officer Recommends potential schools to Manager-Field Program for final selection

  • Responsible for managing the ongoing implementation of the Literacy program for a set of schools, ensuring timely, efficient and well-coordinated implementation of all activities.

  • Serves as the primary person responsible for the project management of Literacy program implementation and fostering and monitoring relationships with schools, communities, District Education Office and partner NGOs (PNGOs).

  • Serves as the main point of contact for school leaders, should operational programmatic issues arise. Visits each allocated schools under his/her responsibility at least once per quarter.

  • Coordinates with PNGOs and ensures schools receive materials and furniture as per program Implementation Calendar (IC).

  • Coordinates with the Officer, School Infrastructure (SIPO) and Technical Officer, Literacy Field (LPOT) to organize work with schools.

  • Supports in overseeing the fund request of PNGO, reviews expenditures, and supports in releasing fund to PNGO as per signed Memorandum of Understanding (MoU) between RtR and PNGO, and between PNGO and schools.

  • Supports FPM in conducting financial audit of PNGO, writing FO level management comments, and following-up and addressing audit observation comments.

  • Supports PNGO staffs; Program Coordinator (PC) and Literacy Facilitators; in implementing LP in the field who also have dotted-line reporting relationship with LPOT for technical support and guidance.

  • Manages the Partner staff such as Literacy Facilitators (LFs) who also have a dotted-line reporting relationship to the LPOT for technical support and guidance.

  • Verifies indicator and projects data submitted by PNGOs, follow-up PNGOs for data quality, and enters the verified data in Global Solution Database (GSD).

  • Ensures that all the program activities planned as per IC have been carried out with quality.

  • Supports Country Program Operations team and FPM in exploring and selecting partner NGO.

  • Sets work objectives for the direct reports and supervise performance.

  • Performs other duties as assigned by dire Apply Instructions
