Job Description

OBJECTIVES OF THE PROGRAMME

The objective of the WHO Nepal Country Office is to implement the Country Cooperation Strategy by supporting the Nepal Government in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO's technical cooperation programmes at the country level. WHO provides guidance and technical support in organizing the humanitarian health response and in revitalizing the capacity of the health sector to rebuild and recover from emergencies in appropriate and sustainable ways. The Country Office collaborates with the Government of Nepal and relevant stakeholders in support of their efforts of achieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation,  setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy and technical forums. The incumbent of this position will support government for promoting a healthier environment, intensify primary prevention and control influence public policies in all sectors so as to address the root causes of environmental threats to health.

DESCRIPTION OF DUTIES

Under the direct supervision of WHO Public Health Administrator, and overall guidance of WHO Representative, the incumbent will be assigned to the program areas. Program area includes Water Sanitation and Hygiene (WASH) in community, Water Sanitation and Hygiene (WASH) in Health care facilities including Health Care Waste Management (HCWM), WASH in public places and overall healthier environment including chemical safety and occupational health,  in line with WHO office Specific Objectives and Priority and need of government. The incumbent will perform the following duties:

  1. Facilitate, coordinate and provide technical support in the area of environmental health to related government agencies for implementing work plan tasks.
  2. Provide support to Department of Water Supply and Sewerage (DWSS) for achieving the national target related safely managed water and safely managed sanitation (6.1 and 6.2 of SDG 6), and support Ministry of Health, Ministry of Environment and other line Ministries for healthier environment such as chemical safety and,  occupational health.
  3. Assist to develop national capacity of the Ministry of Health for a regular water quality surveillance system and Ministry of Water supply and sanitation for evidence based assessment of drinking water and waste water related environmental health hazards and management.
  4. Support the government in monitoring of the SDG 6 related national targets and indicators in closed coordination with national planning commission, line ministries and supporting partners. Using SDG monitoring platforms such as JMP and GLAAS to provide an entry point to engage government on WASH and technical assistance on safely managed water and sanitation.
  5. Coordinate with other priority areas of WHO and support to ensure sanitation improvements program in reduction of key risk factors and sanitation related diseases, especially antimicrobial resistance (AMR), neglected tropical diseases (NTDs), infection prevention and control and universal quality health care.
  6. Coordinate and support climate change related projects for the development of climate resilience water, sanitation and hygiene program in the community and establishing climate resilience health facilities.
  7. Establish working relationship with UNICEF country WASH programme, and ideally active collaboration e.g. action to complement UNICEF service delivery efforts through provision of standards or training specifications (e.g. WASH in Health Care Facilities, WASH in schools, SDG monitoring, water quality surveillance etc.)
  8. Facilitate in updating WHO policy, guideline and documents related to environmental health and communicate with related government agencies.
  9. Coordinate with South East Asia Regional Office (SEARO) and HQ colleagues for exchanging information in environmental health area.
  10. Organize program and exchange/exposure visits for government staff for their capacity development and learning from other countries  in  the region.
  11. Undertake field visits to support WHO work plan activities related to environmental health and provide technical support to the Government. 
  12. Assist in establishing regular contact and relationships with relevant GoN agencies, international I bilateral agencies, NGOs I INGOs etc. and collect, compile and share information for monitoring and evaluation purpose.
  13. Any other relevant duties as assigned by the supervisors.

General Requirements:

Education

Essential:  University degree in public health or environment-related science or environmental/sanitary engineering from an institution of recognized standing. Desirable:  Master's degree in one of the above mentioned or closely related fields.

Experience

Essential: At least 2 years professional experience related to water sanitation and health, including practical experience in rural/ semi-urban drinking water supply system including source protection, water quality management, community managed water treatment and distribution systems, and water management practices at community and household level. Experience in project management and capacity development. Advance technical knowledge and experience in working in or with international or non-governmental organizations on environmental health issues.

Desirable:  Experience supporting the development of government policies associated with water quality and sanitation and sustainable development issues. Experience in the formulation of national guidelines,  standards and other policy documents related to water quality, environmental safety and waste management. Experience in publishing the publications in the related field. Familiar with the Nepal government rules and regulations in WASH related matters. Relevant working experience with WHO and/or other UN agencies would be an asset.

Skills

  • Knowledge of WHO policies guidelines, result based management approach, programmatic goals, visions, positions, policies and strategies and guideline and of related program area of government.
  • Knowledge of global environmental health issues and approaches and theories,  principles, tools and methods on water and sanitation such as water safety plan (WSP), Sanitation Safety Planning (SSP),  Water and Sanitation for Health Facility improvement tool (WASHFIT),  occupational health, chemical safety, and depth knowledge on SDG 6.
  • Self-motivated with ability to work with a minimum of supervision.
  • Good interpersonal skills, able to work as a team member in a multi-cultural environment.
  • Ability to travel internationally and within the country and to perform practical hands-on field work.
  • Ability to participate actively and cooperatively in knowledge sharing and policy forums at various levels and also to coordinate the GoN agencies, international/bilateral agencies, NGOs I INGOs etc.
  • Good knowledge in water, sanitation and hygiene sector and familiar with the climate change and chemical safety issues both in global and local level.
  • Very good analytical skills including ability to collect and analyze technical data and information and to draw and present conclusions in written and spoken form.
  • Very good writing skills in English, including ability to write clear and concise progress reports, analytical reports, plans and proposals. 
Other skills  (eg. IT):  Good computer skills including office software applications.

Renumeration

Remuneration comprises an annual base salary starting at NPR 2,650,911 (subject to mandatory deductions for pension contributions and health insurance,  as applicable) and 30 days of annual leave.
