JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world. JSI is seeking Finance and Administration Director for a USAID- funded health project focused on adolescent family planning and reproductive health. Details of the scope of the project including geography and private sector involvement are not currently available. The project has an intended start date of November 15, 2021 and an expected end date in November 2026. Anticipated budget is $25 million to $49 million dollars over a five-year period.
This job is contingent on JSI being awarded the Cooperative Agreement to implement the U.S. Agency for International Development Nepal Adolescent Reproductive Health/Family Planning Project. Should JSI be the successful bidder, this will be a full-time position, likely based in Kathmandu.
The Finance and Administration Director (F&A Director) will be responsible for the development and management of financial, administrative, operational, contractual, and human resources systems and activities for successful implementation urban health interventions. S/he will work in close coordination with the COP, DCOP, and other project leadership to ensure that all program systems function effectively and that adequate internal control is maintained. S/he will be the main point of contact (in coordination with the COP) with the home office on all financial, operational, and administrative issues and will keep the home office regularly informed. The F&A Director will develop and maintain efficient and cost effective financial and administrative systems throughout the life of the program. While the F&A Director will report directly to the Chief of Party, s/he will also have a direct relationship with the Director of Finance and Operations for the Boston Office for guidance and general supervision.
Provide strict financial management and administrative oversight of the cooperative agreement and related activities. Oversee finance, grants, operations, human resources and procurement;
Assist the COP, DCOP, and other senior staff in proactively addressing related issues, ensuring that financial controls and systems comply with JSI accounting protocols and practices and meet USAID and audit standards;
Prepare and/or review monthly financial reports and tools (including budget tracking, obligation tracking, field financial accounts, accruals reports, donor reports) and ensure accurate and timely submission to the JSI, USAID, and project staff for decision-making;
Responsible for up-to-date policies and procedures for operations, personnel, grants management, and safety & security in line with JSI manuals, templates and requirements as well as USAID and Nepal government requirements;
Provide training and/or guidance to staff on financial controls and operational systems;
Oversee procurement of equipment and commodities including petty cash management;
Oversee granting and financial support to local partners;
Work with project and sub-partner staff to ensure a robust budgeting and financial management and tracking system that adequately accounts for project funds;
Authorize and/or certify the monthly payroll for full time staff, monthly cash follow request, and monthly field accounts documentation;
Coordinate regularly with the home office backstopping team to ensure transparency and communication regarding financial and operational activities;
Play a leadership role in enforcing JSI’s policies around accountability and fraud/ethics management;
Provide guidance, supervision, and mentorship for all financial and operational staff;
Responsible for implementing JSI’s Accountability Framework and Code of Conduct, and adhering to JSI policies on fraud management;
Travel throughout project areas as needed; and
Perform any other tasks as assigned by the supervisor.
Master’s degree in business administration, finance, accounting, or related field plus a minimum of 8 years of experience in project management or a Bachelor degree and at least 10 years of project management experience;
Successful implementation of USAID, or other USG grants or cooperative agreements in developing countries, preferably in Nepal;
Proven knowledge and ability to apply USAID policies and procedures, related to financial management and operations;
Demonstrated experience in management of finance, procurement, human resources, and inventory development and control for multi-million dollar projects;
Experience in the management of large scale, complex projects with program budgets of more than $30 million;
Proven ability to manage sub-recipients and grantees;
Established ability to achieve effective working relations with senior government personnel, NGO partners, host country citizens, U.S. government organizations, donor partners, and the private sector;
Verified ability to supervise finance, operations, and admin staff;
Designed and facilitated capacity-building programs for supervision and management.
Excellent interpersonal skills, ability to participate successfully in a various settings with diverse audiences; and
Excellent oral and written communication and presentation skills in English and in Nepali.
Recent experience managing a USAID Cooperative Agreement;
Proven ability to manage public and private sector sub-grants and sub-recipients in Nepal;
Proven ability to provide capacity development support to a variety of entities to prepare them to receive direct government-to-government funding.
