Job Description

Mission East is an international relief and development organization founded in Denmark in 1991, which works to help vulnerable people and support communities' capacity to organize and help themselves through activities from emergency aid during disasters to long-term development assistance. Currently, Mission East works in Eastern Europe and Asia. It is committed to core humanitarian standards and aims to empower the poor and marginalized people and communities to lift themselves out of poverty and marginalization. Mission East follows 3 key approaches in its programming: inclusion, resilience, and accountability and partnership.

Mission East Nepal has been supporting remote communities with an aim to ensure better access to emergency health services, community-based disaster risk reduction (DRR) and climate change adaptation (CCA), improved livelihood and increased social participation of the most vulnerable groups, such as Dalits, persons with disabilities, single and very poor women, and elderly without family support.

The project “Voicing for Equality and Justice for Women in Karnali (VOICE)” is implemented in partnership with Karnali Integrated Rural Development and Research center (KIRDARC) & Women Welfare service (WWS) in two of the most marginalized districts of Nepal: Mugu and Humla within the diverse and difficult geographical terrain in the western mountainous area of Karnali zone.  The project period is 34-months and will be completed by the mid of November 2017. Hence, Mission East is seeking for a consultant to carryout final evaluation of project “Voicing for Equality and Justice for Women in Karnali (VOICE)”

Summary of TOR 

Consultancy Purpose:

To conduct a final evaluation of project “Voicing for Equality and Justice for Women in Karnali (VOICE)”

Consultancy location: Remote locations of Humla and Maugu districts of Karnali and Kathmandu.

Consultancy Objective(s)

The overall objective of final evaluation will be to evaluate the achievement of the project results and its impact. The specific objectives of the final evaluation are to:

  • Assess project completion and efficiency of means employed.
  • Assess effectiveness of the project for the target group.
  • Evaluate if the project was relevant to the needs.
  • Evaluate sustainability of project outcomes.
  • Identify lessons learned and challenges of the project.
  • Find out recommendations and opportunities for future programming.

Consultancy Output(s)

  • Action plan for the evaluation
  • Start- up meeting and debrief presentation meeting in the field.
  • Analytical evaluation report presenting overall findings regarding the quality of intervention of project partners’, assessment of  extent to which the project met the goals and objectives, effectiveness, relevance, potential impact, replicability, sustainability and conclusions
  • Review of good practices, lesson learned and challenges under CISU-005
  • Specific recommendations for future programming

Consultancy Timeline

The consultancy has been scoped as 21 days of work, where assignment   should start from mid- November 2017.

PROJECT GOAL AND OBJECTIVES

Goal: To empower women and civil society organisations for better inclusion and development in the Karnali Zone, Nepal.

Objectives:

  • Women & Girls have adequate knowledge, skills and capacity to fight discrimination and violence and their family and wider society have positive attitude, perceptions and behavior towards them.
  • Civil Society has better capacity and stronger networks to complement government efforts, work as watchdogs, influence local policy decision (resource allocations, programing, etc.) in favour of right holders, forward accountability.
  • Local Government structures (VDCs and DDCs) are more inclusive, and accountable.
