Job Description

Position Title: Chief Technical Officer
Location: Kathmandu, Nepal
Duration: Permanent position

Dolma Advisors is seeking a Chief Technical Officer (CTO)with an engineering background and deep experience in project management of hydropower development and other engineering and construction projects. The CTO is an executive position reporting directly to the CEO and will work on behalf of our client, Dolma Impact Fund, the first international private equity fund for Nepal, to manage all technical, engineering and construction elements of Dolma's investments in Nepal.

Based in Kathmandu Nepal, the CTO will perform the following duties:

 

  • Assess all potential investments by Dolma Impact Fund in hydropower and other projects with civil,mechanical and electrical engineering elements from a design, implementation, quality and monitoring perspectives
  • Ensure that all projects are compliant with Dolma’s Health and Safety standards, and Environmental and Social Management System that incorporate IFC’s Performance Standards
  • Conduct technical due diligence on-site
  • Once an investment decision is made, work with the investee company to advise on tender process; appointment of engineers, project managers and contractors; selection of electrical and mechanical equipment; and all contracts that will embed Dolma’s standards mentioned above
  • Conduct and coordinate training on and off-site for construction, maintenanceand monitoring teams on quality standards
  • Monitor sites and contractors at all levels to ensure progress to plan and compliance with Dolma’s standards
  • Prepare progress and monitoring reports and other documents as necessary for Dolma's records and for submission to Dolma Impact Fund and investors.
  • The role will be based in Kathmandu and require frequent travel to project sites in Nepal and international travel for training, conferences and international benchmarking. Permanent location on project sites is not required.
  • Work closely with the investment team to advise on project progress and the implementation of remedies should any deviation from standards be found
  • Post commissioning, monitor the operations of hydropower plants
  • Advise the fund strategy and participate in the fundraising process
  • Communicate the company’s technical, engineeringand quality control strategy and management systems to management, staff, partners, customers, investorsand other stakeholders
  • Continually enhance and evolve Dolma’s compliance and technical standards
  • Maintain up-to-date knowledge of technology standards, industry trends, emerging technologies
  • Evaluate and implement energy efficiency technologies and solutions across different industry sectors
  • Engage outside strategic partners that provide solutions for energy efficiency


Experience and Qualifications

  • A minimum of 10 years’ experience of hydropower development and direct project management from design stage through construction and commissioning in Nepal and possibly internationally
  • A deep working knowledge of international best practice environmental and social, and health and safety procedures. Experience of IFC’s standards is preferred.
  • Experience on hydropower projects promoted or financed by international energy companies or investors that incorporate such international best practice

  • Strong communication and fluent spoken and written English skill is essential
  • Overall understanding of the relevant Government of Nepal policies, acts and regulations in the hydropower and infrastructure sectors
  • Experience of energy efficiency technologies and methods
  • Knowledge of financial management and project finance, including equity and debt
  • Experience in project management of other construction and productive industry-related projects beyond hydropower is a plus
  • A team player with passion for developing a more prosperous Nepal and working in a dynamic, international team
