The European Union Delegation to Nepal is looking for:  Administrative Assistant

We are:

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to Nepal aims to strengthen EU-Nepal relations.

We offer a post of Administrative Assistant . Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Administrative Assistant – this job function may be changed in accordance with the needs of the Delegation. Under this job function the successful candidate will serve as technical and support staff to the administration section under the supervision and responsibility of the relevant head of section. 

The Administrative Assistant position will assist the Head of Section in: financial management (cash management,  compliance with administrative; legal and financial regulations); handling administrative tasks (logistical, secretarial and administrative support); human resources Management (expatriate and local staff); logistics (accommodations and office management, events organisation, VIP missions); procurement and contracting; and in the management of protocol/consular affairs (including visas, diplomatic documents, rights & obligations, registrations and liaising with the Ministry of Foreign Affairs and other local authorities.

The post is based in Kathmandu, Nepal, for a regular 37,5 working hours per week (office hours 9:00 to 17:00), associated with a job profile and salary grid position in Function Group II, corresponding to a starting basic salary at NPR 147 621 per month, or higher depending on prior, and documented, relevant experience.

Selection Criteria

Minimum Requirements:

  1. Medically fit to perform the required duties;
  2. Enjoys civil rights and permits for employment under local law;
  3. Fluent in English (B2 level in CEFR) and Nepali (equivalent to C2 level).
  4. Minimum of 3 years of proven experience in the field of administration, accounting, procurement and/or contract management;
  5. Diploma in Business Administration, Economics, Public Administration, Accounting/ Financial Management, Human Resources, Law or in a similar field
  6. Excellent command of IT tools: MS Office applications (Outlook, Word, Excel in particular)

The following will be considered an asset:

  1. University degree in Business Administration, Economics, Public Administration, Accounting/ Financial Management, Human Resources, Law or in a similar field
  2. Experience in an international working environment,
  3. Experience / knowledge of EU procedures, infrastructure management, protocol and consular issues, human resources or accounting.

The procedure

After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents. The short-listed candidates might be requested to send additional supporting documents and, if compliant, will be invited to an assessment phase in form a of written test. During this phase the Selection Committee will assess the suitability of the candidates for the post, and may also verify knowledge of IT tools as well as language level requirements.

The best candidates from the assessment phase will be invited to an interview.

The candidates who have not been short-listed will not be contacted individually; however, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.

Organization Summary

The EU Delegation to Nepal is one of the 140 diplomatic missions that represent the EU across the globe. It aims to strengthen EU-Nepal relations by taking up the roles: To represent the European Union in Nepal and to present its positions and the interests to the government of Nepal. To further relationships between the European Union and Nepal. To disseminate information on the European Union, on policies and developments and in particular on the European integration process. To cooperate with representatives of EU Member States in Nepal on matters of interest to the European Union. Work together with the government in accomplishing its reconstruction goals following the earthquake that hit Nepal in April 2015. Assist the government of Nepal in increasing its competitive edge in the trade sector. Assist the government in achieving its goal to reform the education sector through support to the School Sector Development Plan. Assist Nepal in its economic development through support to technical and vocational education together with rural development. Assist the government of Nepal in achieving the Sustainable Development Goals by 2030. The European Commission which was present in Nepal since 1992 for technical cooperation was upgraded in 2002 to a Delegation with a diplomatic status similar to that of other diplomatic missions in Nepal. It underwent a name change and became the Delegation of the European Union to Nepal after the formation of European External Action Service on 26 July 2010. The EU Delegation does not deal with tasks of a consular nature (like issuing visas or providing tourist information), which are dealt with by the EU Member State Embassies in Nepal and instead functions as an official channel of bilateral relations, be it political, development, economic or cultural. The Nepal Delegation is a fully-fledged diplomatic mission and officially represents the EU in Nepal. It plays an essential part in its political, economic and commercial relations with the country and provides information on the policies and institutions of the EU. The Delegation plays a crucial role in supervising the implementation of EU co-operation programmes in Nepal, a role that is steadily increasing following the deconcentration of co-operation activities from Headquarters to Delegations foreseen in the reform of the management of the EU's external assistance. The Delegation works closely with the diplomatic missions of the EU countries, serving as a venue for meetings that involve the EU as a whole, acting as the contact point for joint cultural initiatives. The Head of the Delegation is formally accredited as the official representative of the EU to the Government of the Nepal and is referred to as Her Excellency, Ambassador and Head of the Delegation of the European Union to Nepal.
