Job Description

Job Title: Project Officer (Anti-Trafficking)

Location: Based in Makawanpur District and surrounding area require frequent visits across the country.

Starting Date: April/May, 2015 (on yearly contract basis)

Reports to: Operational Programme Manager (OPM - in Head Office, Lalitpur)

Working with: Project Officer (Education), Counsellor/Rescue Coordinator, Project Officer (Reintegration), Development Officer, and Field Supervisors.

Supervision: Childcare Home Staff in Hetauda Makwanpur and Filed Workers.

PURPOSE OF POSITION:

The Project Officer (Anti-Trafficking) is an axial position to implement Anti-Trafficking Project in order to prevent child trafficking and raise awareness on anti-trafficking issues working closely with Local Government Bodies, Schools and community based organisations (CBOs). S/he will be working with School Management Committee (SMC), Teachers, Parent Teacher Association (PTA), Child/Youth Clubs, Female Community Health Volunteer (FCHV), Women's Group and other organisations working in the similar field. The extensive research and baseline survey on Trafficking in community is another key responsibility of this position.

CORE RESPONSIBILITIES AND TASKS:

ï‚· Play a key coordination and facilitation role to plan, design, budget, formulate and Implement the ‘Anti-Trafficking, Intervention and Response Programme',

ï‚· Visit rural areas, villages, schools and meeting with women's group, families, CBOs and assess the real situation of trafficking in villages.

ï‚· Conduct research or baseline survey on trafficking activities in different VDCs and report to the concern department in timely fashion.

ï‚· Plan for immediate response where needed and design a long-term plan of intervention,

ï‚· Provide strong support (by assisting with prosecution procedures and other required resources) to the victim to file case against trafficker and arrangement of immediate rescue and other immediate supports,

ï‚· Prepare individual care plan of rescued, reunited and supported children/youths and visit them and their family in a regular schedule and monitor their progress and update their individual file regularly,

ï‚· Formulate child clubs, anti-trafficking task force groups in local schools and communities where necessary and work closely with them to track any activity in community. Equip and orient them about prevention and protection,

ï‚· Build a strong and close coordination with District Level Government Departments, Officials and other local level concern agencies,

ï‚· Coordinate or conduct various sessions and events on anti-trafficking awareness issues working with School Management Committee (SMC), Teachers, Parent Teacher Association (PTA), Child/Youth Clubs, Female Community Health Volunteer (FCHV), Women's Group and other organisation working in similar field,

ï‚· Build and maintain good relationship with local government, local communities and other stakeholders in the Districts and ensure that the execution of programme activities is done in close coordination and collaboration with all stakeholders involved,

ï‚· Establish teamwork among all team members and ensuring that all activities within the programme will be carried out exactly in line with the organisation's core objectives,

ï‚· Ensure that all the legal formalities and compliances have fulfilled and the documentation part, approvals, MoUs of every work has been complied with and completed properly,

ï‚· Prepare project visits, supervise the project activities and carry out regular monitoring visits,

ï‚· Prepare and keep up-to-date database of every Case, Events, Programmes, Research and record of every single activity performed and present it as needed,

ï‚· Prepare and update the information of all the direct beneficiaries, stakeholders, working partners, concern departments, officials and other correlated organisations in the area,

ï‚· Coordinate with local authorities and NGOs especially detecting trafficking activities, traffickers and act immediately in order to save the lives of children,

ï‚· Make sure incidents have been recorded in case files and properly maintained,

ï‚· To flag up any risk, threaten, delay or challenge in the programme to the Line Manager in order to ensure measures/action be taken accurately and timely,

ï‚· Develop case studies and success stories for the project area,

ï‚· Preparation of work plan, monitoring calendar and make sure of its proper implementation,

ï‚· Prepare monthly and quarterly progress reports in timely manner.

Job Specification

BASIC QUALIFICATIONS, EXPERIENCE AND COMPETENCES:

Minimum Bachelor's Degree in development studies or social sciences,

Minimum of 1 year's hands on working experience in similar field,

Having sound and practical knowledge in the field of Anti-Trafficking and about its preventive measures, approaches and methodologies,

Excellent interpersonal and networking skills to create a favourable working environment and to get instant support from/in local communities,

Familiar in coordination with District Level Government Departments, Officials, other local level concern agencies and other organisations,

A very good communication and correspondence skills with excellent spoken Nepali and English,

Composure, flexible and having proven problem solving and organisational skills,

Good team worker, able to live in remote areas under basic circumstances in an insecure environment and work closely with a small team,

Ability to plan and organise work effectively and deal with multiple tasks simultaneously,

Familiar with village set up in remote areas and spending time with rural people,

Should have excellent working knowledge on Microsoft Office Programmes with Nepali typing skills,

Having knowledge on handling cases on trafficking and facilitating the victims,

Passionate helping at risk, victimised, poor, disadvantaged and vulnerable children in community.

The Esther Benjamin Memorial Foundation (EBMF), established in 2007 AD is a non-profit making, non-political, non-sectarian and Non-Government Organisation (NGO). The main objective of the organisation is to protect the children from trafficking.  Since its establishment, it has been working  in partnership  with Esther Benjamins Trust, UK and has been involvied in rescuing the children from circuses and other places where the children were in difficult conditions. It has been promoting the protection and development of “at risk children” in partnership with Esther Benjamins Trust UK. EBMF has a successful history of giving a much meaningful life to over 600 children who were rescued from circuses, jail, carpet and other different places and successfully reintegrated to their family and/or society. The organisation has also provided supports to children and youths for education and skill training.
