3. Position: Operation Implementation Specialist (Three)


Job Location: WVI-NER- Dolakha, Gorkha and Nuwakot


Purpose: The Operation Implementation Specialist plays a critical role in ensuring that operational plans in the District are implemented which includes closely monitoring NGO partner implementation activities, and tracking their expenses in close coordination with Kathmandu-based Finance, Program and Operational teams. The implementation will be of both grant funded and non-grant funded projects and so a high level of understanding of grant requirements will also be needed. This is a senior position within the District team and requires previous project management experience. The ideal candidate will be proactive, community-focused, and have the capacity and expertise to adapt project interventions to meet the changing needs on the ground. The working environment is fast-paced, and the project sites located in often challenging terrain.

Job Responsibilities:

ï‚· Have oversight of implementation targets of all sectors and ensure these targets are met on a monthly basis

ï‚· Ensure coordination and integration of sector activities in the field, in consultation with Sector
Coordinators and Sector managers

ï‚· Communicate regularly with Sector managers and Ops/Field Ops Manager to ensure implementation issues are highlighted and addressed
ï‚· Coordinate closely with the District sector teams, local NGO partners, and Kathmandu-based Field Operations, Finance, and Program Managers and Sector Managers

ï‚· Support WV field staff and NGO partners to report accurately, according to different project requirements

ï‚· Provide operational guidance to NGO partners to ensure activities are carried out on time, on
target and to high quality

ï‚· Prepare project progress reports, trainings, other reports as required by the Programs,
Operations and Finance teams

ï‚· Report to the Nepal Earthquake Response District Manager

ï‚· Matrix line management of the Health, Education, Child Protection, WASH, Livelihoods, Infrastructure, and Cash program Coordinators.

Minimum Qualifications and Experience required:

ï‚· Master’s degree in development studies, economics, finance, management or relevant field
ï‚· Five years of progressive INGO/NGO experience, with three years of grant / finance management

ï‚· Multi-sector programming focused on community development at the district level

ï‚· Experience with project design, planning, monitoring and evaluation
ï‚· Capacity-building / training experience, and excellent oral and written English & Nepali

ï‚· Demonstrated proficiency in Microsoft Office
ï‚· Hold a high level of integrity and honesty; be self-motivated and able to work independently.
