Job Description

National Rural and Renewable Energy Programme (NRREP) is a national programme supported by Government of Nepal and number of Development Partners (Danida, Norway, UK, Germany, UNDP, SNV, ADB, The World Bank, and UNCDF) & many other Development Partners. The programme is being executed by the Alternative Energy Promotion Centre, Ministry of Science, Technology and Environment, Government of Nepal. The objective of programme is to improve the living standard of rural women and men, increase employment of women and men as well as productivity, reduce dependency on traditional energy and attain sustainable development through integrating the alternative energy with the socioeconomic activities of women and men in rural communities.

Job Title : National Project Facilitation Adviser

1. Background

The Alternative Energy Promotion Centre (AEPC) is mandated to develop and promote renewable and alternative energy technologies. It has established an outreach structures through Regional Service Centres (RSC) and District Environment, Energy and Climate Change Sections (DEECCSs). Through these structures AEPC are supporting project developers (communities, households, manufacturers, installers, distributors) in preparing bankable projects to be presented to the Prequalified Partner Banks and LFIs (Local Finance Institution). AEPC is, furthermore, the point of entry for subsidy applications and is responsible for the technical verification before submitting to the Handling Bank for financial verification and payment in accordance with the Government’s Subsidy Policy and Delivery Mechanism. AEPC through its technical components and outreach structures will support demand-side management, while CREF through the Secretariat and the selected financial institutions supports supply-side management for the development and financing of renewable energy technologies.

2. Overall Purpose

A National Project Facilitation Adviser will be recruited by NRREP to assist the ISPU/CREM in supporting technical support receiving, storing, checking, analysing, recommend the subsidy application and household and community based technologies. The Adviser will be responsible for ensuring a smooth and effective processing of subsidy applications in AEPC, managing the data in the Navision Software, and advising eth AEPC for assessment of SAFs in the most cost effective way. He or she will also be responsible for the coordination and liaison with the CREF (Central Renewable Energy Fund) Secretariat.

3. Main Task

The AEPC/NRREP National Project Facilitation Adviser will be responsible to support CREF Manager in the following tasks:

ï‚· Developthe formats of the subsidy applications forms of various RETs;
ï‚· Support for developing the online subsidy applications forms;
ï‚· Suggest for developing the modality for the subsidy delivery mechanism, credit policy
ï‚· Responsible for quality assurance of documents presented for subsidy request including the correct analysis technical and financing parameter presented in subsidy request.
ï‚· Develop, implement and ensure fraud proof mechanism in the disbursement of subsidy for different RETs.
ï‚· Develop clear guideline for the acceptance and rejection criteria for the subsidy applications. Categories to type of noncompliance and prepare clear mechanism for correction or and enforce penalty for the non compliance cases or fraudulent activities.
ï‚· Manage the subsidy application received from companies starting from the receiving, registration storing, processing checking and verification, entering to MIS system, rejecting or confiscating them if needed.
ï‚· Ensure proper subsidy database/MIS system within AEPC technical components, which will feed into the database system of the Handling Bank;
ï‚· Prepare the periodic status report of subsidy applications received, processed, rejected, or confiscated to AEPC/NRREP components and units.
ï‚· Prepare the periodic process report on targets vs disbursement of numbers RETs and budge vs financial report to AEPC/NRREP components and units.
ï‚· Conduct orientation seminars jointly with CREF Secretariat for AEPC, RSC and DEECCS staff on subsidy related issues and change procedure/guidelines etc.
ï‚· Support for coordination and liaison with CREF Secretariat - subsidy fund management and credit facilities;
ï‚· Participate in AEPC management meetings related reporting on subsidy fund management and credit facilities;
ï‚· Manage and coordinate the technical verification process of subsidy applications within AEPC and ensure proper documentation;
ï‚· Coordinate with AEPC Monitoring unit for the timely monitoring and supervision of projects receiving subsidy financing;
ï‚· Liaise with the CREF Secretariat in terms of the status of subsidy and loan applications;
ï‚· Participate in addressing subsidy and loan application disputes with project developers – representing the AEPC in such cases;
ï‚· Receive and analyse reports from the CREF Secretariat and circulate the AEPC/NRREP components and units;
ï‚· Participate with the Secretariat in the preparation and follow-up on the annual work plan and budget for the CREF component;
ï‚· Participate in reviews of relevant policies including the Credit and Subsidy Policy and Delivery Mechanism ;and
ï‚· Any other tasks as assigned by AEPC ED and CREF manager. 

4. Qualifications and Experience

ï‚· Education and experiences – minimum requirement is at MBA, CA with 5 years experience or Master level in finance, economics or banking with minimum of seven years of relevant work experience with project development and financing;
ï‚· Work experience from the renewable energy sector and with working with programmes financed by development partners will be added advantages;
ï‚· Conversant in utilisation of computer applications including Microsoft Office package;
ï‚· Experinces for operation of Database software including Navision
ï‚· Excellent communication and presentation skills;
ï‚· Excellent interpersonal skills and proven track record in team work;
ï‚· Fluency in spoken and written Nepali and English.

5. Terms and Conditions of Employment

ï‚· One year contract with the possibility of annual extensions subject to performance;
ï‚· Benefits and allowances in accordance with the NRREP guidelines.
