Job Description

Organizational unit: LWF Nepal/DRR&ERP/3R Project                                                 Reports to: District Manager/Civil Engineer-3R Project                                                             Duty station: District Project Office, with extensive field visit [75%] in project VDCS

Job summary
Under the overall guidance and supervision of the District Project Manager/Civil Engineer of 3R project, the MDC Officer for the Nepal Earthquake Recovery, Reconstruction, and Resilience [3R] Project shall work for smooth operation of 3R project in the designated district at large and its monitoring, evaluation, documentation and accountability function in specific. The MCD Officer carries out tasks in accordance with the policies and systems of Government of Nepal, LWF Nepal and its support agencies. S/he works closely work with other LWF Nepal relevant departments and projects if necessary. S/he will also carry out other duties asked by his/her supervisor and LWF management.
A. Purpose of the job
1. Project Management: Serve as focal point for monitoring, evaluation, documentation and accountability at designated district for ACT ALLIANCE/LWF NPL 161 funded project and provide all necessary MEAL and compliance related technical inputs, guidance and support for these sectors to the IPs and their project team.
2. Project Implementation: Coordinate, facilitate and work closely with respective implementing partner and team in planning, implementation, monitoring, documentation and evaluation of ACT ALLIANCE/LWF NPL 161 funded project in designated district.
3. Thematic support: Besides overall responsibility, provide all necessary information to the thematic and functional heads along with the necessary technical guidance to the project team, IP and its staff.
4. Coordination: Communicate and coordinate with project team and LWF Nepal 3R project PMER officer for MEAL related tasks and issues.
5. Quality assurance: Ensure quality of the data and information related to the project including timely and qualitative reporting.

B. Specific tasks
1. Develop, implement and institutionalize result based planning, monitoring and evaluation (PME) system, tools and processes within LWF Nepal and its implementing partner
2. Collect, maintain and manage database in line with the results framework of the project
3. Undertake periodic monitoring and technical support visits to implementing partner working areas to assess progress against agreed MEAL system and recommend corrective actions as appropriate.
4. Monitor the status of the program implementation and ensure program compliance, accountability as per the results framework and LWF Nepal’s policy; providing timely recommendations for improvement.
5. Ensure that LWF Nepal quality and accountability standards are integrated in the activities undertaken within the project
6. Plan and coordinate project reviews, monitoring visits and evaluations as required by project M&E plan.
7. Assist local partners in developing and maintaining MEAL plans and systems and ensuring that partners are equipped with the required skill to undertake the plan and maintain the system.
8. Assist the project team and partners in documenting lessons learnt.

 

Job Specification

C. Other duties:
1. Familiarize her/him with LWF Nepal's policies and procedures like country strategy, country operational program plan (COPP), respective project documents, finance policy, human resource policy, management guidelines, code of conduct, child protection policy, complaint mechanism, accountability framework, workforce diversity policy, Results Based PME guideline, gender equality and social inclusion mainstreaming guideline (GESIMO Guideline), human rights based approach to development, AIN social audit guidelines, etc.
2. Familiarize her/him with Nepal Government act, policies and directives, guidelines related to early recovery, livelihood restoration and emergency preparedness/DRR.
3. Ensure compliances of LWF Nepal policies, child protection policy and code of conduct
4. Contribute to strengthen accountability in LWF Nepal.
5. Contribute to strengthen gender and social inclusion in LWF Nepal
6. Contribute to strengthen resource mobilization in LWF Nepal Attend LWF Nepal's forums and meetings as and when required
7. Maintain impartiality from party political influence
8. Carry out other tasks as assigned by the immediate supervisor

 

D. Qualification and Competencies:
ï‚· Bachelor’s Degree with minimum 2 years of relevant work experience.
ï‚· Strong knowledge on program cycle management, program research, documentation, monitoring, evaluation, accountability and learning
ï‚· Excellent results based report writing skills in Nepali and English
ï‚· Good facilitation and communication skill
ï‚· Ability to train partners and staff on developing and maintaining the MEAL system
ï‚· Good skills on data collection, analysis and interpretation
ï‚· Excellent knowledge and skill with Ms word, Ms Excel, SPSS and online database management system
