Job Description

Organisational unit: LWF Nepal/DRR&ERP/3R Project                                                             Reports to: District Project Manager/Civil Engineer- 3R Project                                                 Duty station: District Project Office, with extensive field visit [75%] in project VDCs.

Job summary
Under the overall guidance and supervision of the District Project Manager/Civil Engineer of 3R project, the DPO-LHDRR for the Nepal Earthquake Recovery, Reconstruction, and Resilience [3R] Project shall work for smooth operation of 3R project in the designated district at large and its early recovery, livelihood restoration and emergency preparedness/DRR sectors in specific. The District Project Officer carries out tasks in accordance with the policies and systems of Government of Nepal, LWF Nepal and its support agencies. S/he works closely work with other LWF Nepal relevant departments and projects if necessary. S/he will also carry out other duties asked by his/her supervisor and LWF management.

A. Purpose of the job

1. Project Management: Serve as program operation focal point for early recovery, livelihood restoration and emergency preparedness/DRR sector at designated district for ACT ALLIANCE/LWF NPL 161 funded project and provide all necessary technical inputs, guidance and support for these sectors to the IPs and their project team.

2. Project Implementation: Coordinate, facilitate and work closely with respective implementing partner and team in planning and implementation of ACT ALLIANCE/LWF NPL 161 funded project in designated district.

3. Thematic support: Beside overall responsibility, take full lead of early recovery, livelihood restoration and emergency preparedness sector and provide necessary technical guidance to the project team, IP and its staff.

4 .Coordination: Establish operational linkages with sector related clusters, humanitarian agencies, government authorities and their networks at designated district and VDCs.          

5. Quality assurance: Ensure quality project outcomes and outputs and also ensures the proper documentation of MoVs and timely and qualitative reporting.

B. Specific tasks

1. Develop materials for implementation of livelihood interventions including assessment tools, guideline, IEC materials, manuals, etc.

2. Assessment of the livelihoods situation of the target groups and identification of the beneficiaries for livelihood interventions

3. Capacitate IP in implementing livelihoods interventions (PD orientation)

4. Technical support to implementing partners and communities on livelihoods interventions such as plastic tunnelling, kitchen gardening, irrigation (micro irrigations, community managed small irrigation, MUS, etc)

5. Support IP in transferring knowledge and skills on farm and off farm interventions

6. Support IP developing Livelihood improvement plan, and its implementation

7. Support IP in cooperative development: Cooperative literacy, ad hoc committee formation, registration, making it functional, making cooperative inclusive if already exist (inclusive bylaws, rules and regulations, etc.), formation of market management committee and production management committee, etc

8. Market assessment and market linkages of (B2B, private sector development, and contractual farming, etc)

9. Deliver CBDRM knowledge and skill to IPs and project stakeholders.

10. Support IP and other stakeholders to conduct simulation drills

11. Provide required skill and resources in organizing training events on DRR/CBDRM for VDMCs/LDMC

12. Provide PCVA knowledge and skill to VDC, DDC, DDRC and facilitate them in doing PCVA exercises

13. Provide technical expertise on risk assessment and risk management planning (CDRMP, LDRMP, DDMP, DPRP etc)

14. Identify DRR related burning issues and support IP to organize advocacy events.

15. Support IP to identify safety net and mitigation needs and provide technical support in establishing and operationalizing them.

16. Ensure quality technical services implementing interventions and timely monitoring and provide feedback to the IP and community

17. Coordinate with government agencies in implementing livelihood and DRR interventions such as DDRC, DDC, DADO, small and cottage industries, MEDEP, etc.

18. Regular documentation and reporting regarding livelihoods and DRR interventions.

19. Perform any assignment by the supervisor.

 

Job Specification

C. Other duties:
1. Familiarize her/him with Nepal Government act, policies and directives, guidelines related to early recovery, livelihood restoration and emergency preparedness/DRR.
2. Ensure compliances of LWF Nepal policies, child protection policy and code of conduct
3. Contribute to strengthen accountability in LWF Nepal.
4. Contribute to strengthen gender and social inclusion in LWF Nepal
5. Contribute to strengthen resource mobilization in LWF Nepal Attend LWF Nepal's forums and meetings as and when required
6. Maintain impartiality from party political influence
7. Carry out other tasks as assigned by the immediate supervisor

 

D. Qualification and Competencies:
ï‚· Bachelor in agriculture or equivalent with minimum 2 years of experiences in livelihood and DRR related field.
ï‚· Program/project facilitation (planning, monitoring and evaluation) skills
ï‚· Documentation, report writing and presentation skills
ï‚· Training package development, facilitation and coaching skills
ï‚· Analytical and problem solving skills.
ï‚· Negotiation and Advocacy skills
